HJF is seeking an Assessments Analyst to support the Defense POW/MIA Accounting Agency (DPAA). The Assessments Analyst will perform process and program analysis, problem solving, methods development and assessment functions with a multidisciplinary approach to support the DPAA Partnerships and Innovation directorate.

The DPAA is the US Department of Defense Agency responsible for the recovery and identification of fallen US service members from WWII to the gulf war. Its mission is to provide the fullest possible accounting of missing personnel to their families and the nation. To accomplish this, the DPAA sends out organic and partner investigation and recovery missions worldwide, and recovered material is analyzed in the state-of-the-art DPAA laboratory. DPAA expands its recovery and identification capacity and capabilities through various innovation initiatives, and partners with research and academic institutes to address research requirements.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.


Responsibilities

  • In close coordination with directorate leadership, management, and operational personnel and in alignment with DPAA and PI Strategy, develops and implements an assessment program - including related procedures, tracking mechanisms, and products - that evaluates DPAA/PI's programs, processes, and partnerships.
  • In coordination with the Quality Assurance program, performs continuous assessment of the DPAA/PI's programs, processes, and partnerships to provide sound qualitative and quantitative information that enables a structured approach to problem solving. Utilizes a rigorous process of inquiry and analysis applicable to unique or recurring problems that confront decision makers within the Agency.
  • Facilitates process and program improvement initiatives by working across five program areas (Innovation, Research, Operations, Partners Development, and Integration) to inform multidisciplinary solutions to complex agency problems. Develops problem solving methods and advises the PI Leadership Team, program managers, and team leads on techniques best suited for analyzing their problems.
  • Works with agency data bases and data systems of record to develop efficient data capture methods and processes to support assessments at the program, directorate, and agency levels.
  • Participates in and supports annual agency operations & program assessments.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Qualifications

Education and Experience

  • Master's Degree in Archaeology, Anthropology, Forensic Science, or related field.
  • Minimum of 6-8 years experience required.

Required Knowledge, Skills and Abilities

  • Demonstrated knowledge and experience in applying rigorous, systematic methods of inquiry and analysis to interdisciplinary programs. The Assessment Analyst position will interrogate a variety of broad issues, subject matter areas, and problems.
  • Possess skills and abilities in data collection, aggregation, and program evaluation, and also borrow and adapt analytical methods and techniques from other scientific, technical, and analytical disciplines.
  • Ability to communicate clearly, work well with others, identify and resolve problems, and deliver results as a team
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • Working knowledge of a variety of software including but not limited to Microsoft Office, and data analysis software.

Physical Capabilities

  • Lifting: Requires lifting materials up to 10 lbs.
  • Ability to stand or sit at a computer for prolonged periods.

Work Environment

  • This position will take place primarily in an office setting.
  • Willing to consider 100% remote if candidate has DPAA experience.

Compensation

  • The annual salary range for this position is $73,800 - $105,000. Actual salary will be determined based on experience, education, etc.
