HJF is seeking a Geographic Information Systems Analyst I (GIS Analyst I) to conduct research and field survey using geospatial methods to advance casework and identify sites associated with missing military personnel. This role will perform complex geospatial research and analysis into the status of missing American service personnel from past wars. Assignments include a variety of duties to include documentary research, imagery georeferencing, data management, datum conversion, imagery acquisition, historical document interpretation, secondary source readings, geographically bounded studies, field survey, survey mapping, witness interviews, method recommendation, map production and briefings to Agency leadership.

This position will be part of the Defense POW/MIA Accounting Agency Lab Support Services. The DPAA is the US Department of Defense Agency responsible for the recovery and identification of fallen US service members from WWII to the gulf war. Its mission is to provide the fullest possible accounting of missing personnel to their families and the nation. To accomplish this, the DPAA executes recovery missions worldwide, and recovered material is analyzed in the state-of-the-art DPAA laboratory.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.


Responsibilities

  • Conducts research and field survey using geospatial methods to advance casework and identify sites associated with missing military personnel.
  • Assists with the communications with foreign representatives/embassies and casualty/mortuary offices
  • Conducts research on a diverse array of cases with scattered and scant source material.
  • Perform complex geospatial research and analysis into the status of missing American service personnel from past wars.
  • Assignments include a variety of duties, to include documentary research, imagery georeferencing, data management, datum conversion, imagery acquisition, historical document interpretation, secondary source readings, geographically bounded studies, field survey, survey mapping, witness interviews, method recommendation, map production, and briefings to Agency leadership.
  • Advance investigations into MIAs through data, archive, and field research analysis.
  • Serve as a subject matter expert for the application of geospatial analytical methods and technology including GIS, Geophysical Survey, and other remote sensing technology.
  • Provides technical GIS support for case development, to include creating specialized maps, conducting imagery analysis, geo-rectifying images, managing GIS data, providing technical expertise on remote sensing methodology, and imagery collection.
  • Provides high level geospatial analysis that advances cases by synthesizing geospatial, historical, and archaeological data sets
  • Conducts interdisciplinary collaboration with peers (researchers, geospatial analysts, etc.) and incorporate their findings in reports.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Qualifications

Education and Experience

  • Bachelor's Degree.
  • Minimum of 0-2 years experience required.

Licenses and Certifications

  • GIS Certificate from accredited GIS/Geography program; Geographic Information Systems Professional (GISP) designation preferred.

Required Knowledge, Skills and Abilities

  • GIS-based field data collection in the fields of Archaeology, Anthropology, Geography, Geology, Natural Sciences, military operations, surveying, or related field preferred.
  • High level of proficiency with ESRI's ArcGIS platform and related GIS software - in some circumstances, working knowledge of Python/ArcPy, SQL, and/or R.
  • Broad knowledge of the concepts, principles and practices of GIS and analysis.
  • Strong written and verbal communication skills.
  • Strong written and oral communication skills evidenced by publication, technical report and conference presentation record.
  • Proficient in MS Word, PowerPoint, Excel, and Adobe Acrobat.

Physical Capabilities

  • Lifting: Requires lifting materials up to 10 lbs.
  • Ability to stand or sit at a computer for prolonged periods.

Work Environment

  • This position will take place primarily in an office setting.

Compensation

  • The annual salary range for this position is $50,100-$63,769. Actual salary will be determined based on experience, education, etc.
