Position Overview


Primary Purpose of Position
The primary purpose of this position is to operate as the department budget officer that oversees the 1890 Facilities Grant Program ( FGP) financials, budgets, accounts payable, accounts receivable, and operational support. This position also assists and supports the financial decisions carried out by the Assistant Dean of Administration on a variety of financial and operational issues and may be assigned to special projects as needed. Responsibilities include facilitation and management of all department financial resources. This position performs the full range of financial and business related duties associated with specialized areas such as accounting, budgeting, auditing, purchasing, coordination/planning and grants administration. This position has oversight of accounts reconciliation and reporting of financial data and financial projections.

With programs and expertise in such areas as biotechnology, agricultural and biosystems engineering, natural resources management, waste management, and food microbiology, the A&T College of Agriculture grows concurrently with the demand for qualified graduates. Our four academic departments are the Department of Agribusiness, Applied Economics and Agriscience Education; the Department of Animal Sciences; the Department of Family and Consumer Sciences; and the Department of Natural Resources and Environmental Design. Within these departments, students will find a myriad of opportunities for classroom learning, research and field work.

Through our Agricultural Research Program and our Cooperative Extension Program, we are able to research issues of importance to North Carolina and also provide research-based outreach training to citizens across the state and around the world.
Work Hours 8:00am - 5:00pm; Monday - Friday

Key Responsibilities and Related Competencies


Required Competency Financial Program Monitoring and Management
Duties
Consult with the Assistant Dean on all financial matters on the 1890 Facilities Grant Program; Prepares annual budget for the 1890 Facilities Grant Program federal appropriations and any No Cost Extension federal carryover funding; Initiate request for New Banner code fund for all new awards,
Responsible for monitoring and tracking federal funds in the Banner Financial system,
Develop a tracking expenditure spreadsheet using banner, Microsoft excel and any other software tools, Reviews in-house purchase requests to ensure expenses are allowable, ensure the availability of funds, assign Banner fund according to previously defined allocations with federal budgets.
Reconciles any discrepancies within multiple funding years and expenditures paid through Purchase Orders using banner and a shadow excel spreadsheets to create financial reports based on funding allocations.
Responsible for reconciling outstanding payment issues with Accounts Payable and external vendors, securing applicable signatures and processing in Aggie Mart.
Analyze fiscal data to ensure that all posted expenditures are accurate. Ensures federal funds are available to cover expenditures.
Prepare budget revisions as needed to ensure funds are available to cover projected and reoccurring expenditures. Prepares and/or reviews request packages for submission to NIFA - USDA, Reviews and consults USDA federal policies related to use of funds and allowable/unallowable expenses, Maintain and suggest internal accounting controls that ensure compliance with USDA federal fiscal policies, guidelines and University operating procedures, Communicates with appropriate offices to reconcile any discrepancies with posted expenditures, Provides directives to Aggie Mart designee for Purchase Requisitioning,
Approves requisition in Aggie-Mart.
Auditing:
Ensures compliance with established internal control procedures by examining records, reports, operating practices and documentation, Verifies financial assets and liabilities by comparing items to documentation, Review all financial materials and procedure in order to spot errors or inefficiencies, Maintain a high level of knowledge and expertise within the field by participating in professional development.
Reviews and audit the child development lab reports monthly.


Required Competency Information Analysis and Decision Making
Duties
Maintain electronic files on share drive and hard copy files of the Facilities Grant Program pertinent fiscal records as it relates to all financial transactions using federal appropriations and carryover funding.
Maintain files of annual NIFA federal appropriation allocations and supporting documentations. Ensure files meet University, Federal and State guidelines and contain all necessary documentation for accounting and audit purposes.


Required Competency Communication
Duties
Maintain contact and a good working relationship with staff of internal University offices including Budget, Business & Finance Contracts and Grants, and the Procurement office. Maintain contact and a good working relationship with staff, contractors and USDA/ NIFA, and other external partners and stakeholders.
Communicates on a regular basis with department staff as it relates to funding to ensure that they are aware of availability of funds. Draft communications including letters, memos, emails to relay necessary information to internal and external staff and stakeholders. Attends training provided by the University, USDA/ NIFA, and other entities as it relates to fiscal/budgetary matters with prior approval from Assistant Dean of Administration. Attends staff meetings and conferences as required. Provide significant edit reviews of all documents generated by the Assistant Dean of Administration and the Facilities Project Manager.
