Under the leadership of the Director of Academic Strategy and Support, the Coordinator of Special Education Strategy provides oversight, project management, and strategic support to the offices of Teaching and Learning & Special Education. The coordinator will take the lead on professional learning, guidance, and resources to ensure students with disabilities receive specially designed instruction in their least restrictive environment to narrow the achievement gap.


Essential Functions



  • Collaborates with staff from the multiple district offices to plan, develop, and implement professional learning related to specially designed instruction for school-based staff, parents, and district-level staff.
  • Ensures the implementation of academic special education strategies is aligned with and operates within the confines of local, state, and federal policy requirements and regulations.
  • Collects and analyzes student achievement data, including racial disproportionality special education data, to inform professional learning opportunities for school-based and central office staff.
  • Provides equitable strategies to strengthen and shape outcomes for students with disabilities.
  • Provides support to academic content teams in developing professional learning and resources for teachers aligned to specially designed instruction, inclusive practices, and research-based instructional strategies.
  • Supervises a team of individuals to support the development and implementation of academic and professional learning and resources for various stakeholder groups, including school and district-based staff.
  • Engages in strategic planning and support to school and district-based teams in meeting the needs of students with low and high-incidence disabilities.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies, and professional standards.
  • Leads the strategic planning and oversight of grants associated with improvement strategies for students with disabilities.

Desired Qualifications



  • Master's degree in special education, education. Degree must be from an accredited college or institution.
  • Maryland State Department of Education Advanced Professional Certificate in Special Education or related field (additional content area certification highly preferred).
  • Five years of successful experience working as a within a lead or supervisory capacity.
  • Experience in conducting professional staff development activities.
  • Knowledge of Federal, State and local special education mandates.
  • Knowledge of organizational and operating procedures including the decision-making process, program planning, improvement strategies, and compliance.
  • Effective written and oral communication skills.
  • Strong organizational and leadership skills.
  • Interpersonal skills that ensure effective team-building.
  • Data analysis, problem analysis and quality decision making skills.
  • Proficient in Excel, Microsoft Office 365, and Google Suite
