POSITION SCOPE The Environmental Department Manager reports directly to the Refinery Manager and has daily contact with Production, Process, Maintenance, Warehouse, Sanitation, Safety, and Quality Managers. There will be weekly and/or monthly contact requirements with the corporate Environmental Compliance and Sustainability Directors. This manager is responsible for all external communications with regulators, acts as the primary interface between the enforcement agencies and the Plant Operations. The Manager will interact with community interest groups, contractors and consultants on a routine basis. To be effective, this individual must demonstrate the ability to lead and influence staff not under direct supervision. The jobholder has the responsibility of ensuring that compliance issues are appropriately reported to regulators and within the organization and works closely with the Corporate team on all compliance and sustainability matters. The position also facilitates conformance to planned sustainability actions for the facility, which reaches beyond regulatory expectations. ESSENTIAL EDUCATION REQUIREMENTS
- BS in Environmental Science, Engineering or related field from an accredited university is required
- Advanced Degree is preferred but not required
ESSENTIAL WORK EXPERIENCES
- Minimum of 5 years of experience supporting Environmental Compliance and Sustainability (preferably in a manufacturing setting)
- Experience with Air Permitting (Title V), NPDES, Wastewater Discharge, Water Appropriation, Hazardous Waste Management and Disposal, SPCC, FRP, Ports Operations, and Spill Response
- Proven track record in delivering and/or maintaining Environmental Management Systems
DETAILED ROLES & RESPONSIBILITIES
- Manage and implement the Baltimore Refinery Environmental Management System and the Level 2 Sustainability Plan.
- Interact with operations on a regular basis, to provide environmental training and ensure compliance is maintained.
- Review the previous day's operation with the refinery manager, notifying him of issues, and potential regulatory situations that could impact environmental compliance.
- Act as primary contact for all environmental regulatory requirements at the Baltimore refinery. Identify all applicable environmental regulations and maintain all necessary permits. Understand the criteria defined in the permits. Maintain all documentation required to demonstrate compliance with required federal, state and local recordkeeping requirements, as well as all required external submission reports.
- Foster a cooperative relationship with operations to be aware of potential changes and communicate their impact on compliance.
- Report environmental incidents, leading multi-departmental investigations related to these incidents, drafting investigation reports and coordinating the completion of corrective actions.
- Coordinate with other Environmental Managers and Corporate Environmental, and implement site-specific training and signage as part of a continuous effort to raise the visibility of ASRs commitment to the environment at the Baltimore Refinery.
- Monitor developing International, Federal, State, and Local environmental regulations, by being aware of all potential political adjustments that affect the region and location.
- Track environmental data in support of environmental compliance. Analyze data and identify opportunities at the Baltimore Refinery for improvements and propose solutions to Baltimore Management.
- Identify needs for capital investments; properly scope those needs and communicate them to the refinery manager. Ensure that budgetary restrictions are met.
- Be proactive and committed to continuous improvement efforts.

SALARY PAY RANGE:$94,000 - $174,000 plus bonus
- The pay rate for the successful candidate will depend on the candidate's qualifications and prior experience.
