Basic Functions


The Executive Director of Information Technology reports directly to the Superintendent/President, and provides strategic and practical leadership for planning, developing, implementing and maintaining a district-wide infrastructure of information services and technology applications to support academic, student services and business operations in alignment with the District's Mission and Vision. Provides leadership, institution-wide strategic planning, and assessments to monitor and ensure effective enterprise information systems and services, including, but not limited to cloud computing, telecommunications infrastructure, help desk operations, audio/visual production, systems administration, project management of the administrative information systems, database administration and reporting, educational technology, servers, mySBCC portal, email, mobile and other applications, quality and security controls of administrative applications data, and software development, integration, and documentation.

Representative Duties


ESSENTIAL DUTIES:

Leads, directs and manages the Information Technology division and provides leadership and direction by developing and articulating a clear vision of technology uses and benefits.

Develops, implements and maintains the District's Technology Plan, working collaboratively with campus constituency groups and instructional technology proponents.

Provides leadership in the development and management of a comprehensive, pervasive and secure communications network infrastructure addressing the needs and priorities of a globally focused academic institution serving a highly mobile, multicultural student population.

Develops communications tools for informing the campus community about the makeup of IT services, their reliability, and current status.

Provides leadership for the timely design, development, testing, implementation, training, documentation and support of new and existing technology, systems, applications, policies and procedures required to provide flexible and cost-effective, continuous support for quality instruction, student support services, and efficient administrative processes on the Cliff campus as well as the Schott and Wake campuses; oversees information technology infrastructure to maximize efficiency, productivity and access.

Coordinates with senior management in Academic Affairs, Student Affairs, and the School of Extended Learning to oversee instructional technology services provided to faculty and staff. Provides support to instructors, instructional labs and classroom technical support, including multimedia instructional platforms, distance education technologies, learning resource center and library support, media services, internet and cable.

Ensures the delivery of quality technology and support through effective needs assessment; interacts with internal and external customers to define needs, evaluate operations and enact improvements and enhancements; facilitates communication regarding technology issues throughout the District.

Oversees the timely installation and maintenance of standards-based technology including network hardware and software, servers, storage technologies, telecommunications equipment, printers, laptops and desktops(Mac, Windows, and Chrome devices), video, classroom and virtualized technologies.

Provides leadership and college-wide coordination of project management services through all phases of the project life cycle; provides technical advice and guidance to College administrators, faculty and staff, including providing extensive communications to all project team members and stakeholders regarding project status.

Facilitates technology improvements by identifying priorities then developing strategies required to fully implement them in conjunction with the District's comprehensive planning and budgeting priorities.

Anticipates and responds to future technology needs; researches alternative methods, designs and programming concepts to keep the District at the forefront of technological advancement.

Reviews and recommends contracts and services for information technology and related services and equipment.

Works with the Executive Director, Institutional Research and Planning to facilitate District MIS reporting; ensures that mandated IT-related records and reports to external oversight agencies are prepared and/or transmitted accurately, appropriately and in a timely manner.

Provides counsel to the Superintendent/President, Board of Trustees, administrators, faculty, staff, and students regarding current and potential District technology capabilities and needs.

Participates in the district's long-range strategic planning and the development of planned programs of action to carry out the district's mission and institutional goals.

Develops and maintains budgets for all areas assigned.

Directs, supervises, and evaluates all assigned personnel.

Establishes and maintains an effective and efficient organizational structure within Information Technology; establishes and communicates clear roles and responsibilities for Information Technology management staff.

Serves on state and regional technology committees.

Chairs District Technology committee on matters relating to technology matters in support of the Educational Vision Plan.

OTHER DUTIES:

Perform other related duties as assigned.

Education and Experience


Any combination equivalent to: bachelor's degree from an accredited college or university in computer science, management information systems, business information management, computer engineering or a related field, and eight years of full-time equivalent professional information technology experience, including at least four years managing technical staff.

Understanding of and sensitivity to meeting the needs of the diverse academic, socioeconomic, cultural, disability and ethnic background of the student, community, and employee population.

DESIRABLE QUALIFICATIONS:

Master's degree from an accredited college or university

Experience with cloud infrastructure, preferably Oracle Cloud Infrastructure (OCI)

Experience working with Software as a Service (SaaS), Infrastructure as a Service (IaaS), and Platform as a Service (PaaS) systems.

Experience in an institution of higher education, preferably a community college

Experience facilitating large-scale stakeholder engagement for the creation, presentation, and fulfillment of enterprise level technology roadmaps in response to evolutions in business needs and product requirements

LICENSES AND OTHER REQUIREMENTS:

Valid California driver's license.

WORKING HOURS:
Monday-Friday 8:00 am - 4:30 pm (Hours may vary)
12 months per year, plus fringe benefits; 6 month probation period. All work schedules and work assignments are subject to change based on the needs of the College.

SALARY INFORMATION:
The current salary schedule range for the Executive Director - Information Technology is Salary Table 30, Range 165, $157,423-$178,102. Nine step salary range continues to a maximum of $191,775. Initial placement based on experience with annual advancement to the next higher step.

Manage the Information Technology division.
