Job Summary

The Foreign Influence Compliance Manager coordinates and facilitates FIU's foreign influence compliance activities as required under Federal and State law through the establishment of collaborative partnerships with FIU stakeholders and compliance partners across all senior vice-presidential areas and FIU campuses.

Assesses foreign influence compliance activities and implementation requirements through risk assessments; addresses non-compliance concerns including performing investigations; and recommends mitigation strategies to ensure compliance. Collaborates with FIU department leaders and their designees on foreign influence compliance initiatives and facilitates leadership's development and implementation of appropriate institutional controls. Monitors changes in federal and state foreign influence compliance requirements and modifies training, resources and associated guidance accordingly based on industry best practices. Manages the coordination, compliance review, and submission of foreign influence reports. In collaboration with the Chief Compliance Officer (CCO), ensures compliance with our global engagement initiatives and alignment to our mission, values, and strategic plan.

  • Manages and implements the daily functions of the University's Foreign Influence compliance program ensuring compliance with federal and state laws.
  • Analyzes and assesses organizational activities for International/Foreign Influence compliance issues.
  • Designs and facilitates the delivery of Foreign Influence compliance communications, education and training.
  • Maintains regulatory documentation.
  • Develops all required reports for submission to the appropriate regulatory body, including compliance reviews prior to submission.
  • Provides relevant substantive content and oversight of the Foreign Influence webpages and platforms.
  • Ensures the University remains abreast of emerging foreign influence laws, regulations, and best practices in the higher education sector.
  • Investigates non-compliance concerns and assists management with developing mitigation strategies and internal controls to address foreign influence risk for the University.
  • Provides the university community with training and guidance resources to facilitate compliance with Federal and State foreign influence legislative and regulatory compliance requirements.
Minimum Qualifications

Bachelor's degree in a related field and four (4) years of experience in compliance, finance, audit, law or closely related field.

Desired Qualifications

  • Prior experience with foreign influence, research security, or conflicts of interest in academia. Awareness of Export Control regulations, including the EAR, ITAR and OFAC regulations.
  • Experience working in Higher Education.
  • Related Advanced Degrees (Masters, Juris Doctorate, or PhD), Certificates, and Certifications will also be considered.
