Essential Job Duties |
As the Pre and Post Award Specialist in the Department, this position has primary responsibility to ensure that all guidelines required by sponsors are met prior to submission of proposals and for the budget, budget justification and other resources committed by the Department and submitted in timely manner.
- The Pre-Award and Post-Award Specialist will initiate and manage the Pre-award process and activities, communicate, apply and promote pre-award procedural best practices, as well as identify, collect, format, organize and process data and information that support research programs.
- Process proposals for ledger 5 (grant) projects through the Project Information and Navigation System (PINS), grants.gov, and other agency electronic submissions programs;
- As Accounting Technician, this position is fully responsible for submitting PINS records for new proposal submission and managing new PINS request google form for NE - and correcting issues related to the form. She interpret policies, rules and regulations to faculty and will correct issues errors and make recommendation for resolution.
- Work with principal investigators on developing facets of the pre-award budgets following university and agency rules and regulations compliance;
- This position has to assist faculty and grant office in the development of proposals-including budgets and justifications, and has to work with faculty and grant manager to ensure all pre-award requirements have been met while adhering to all Federal, State, University and Sponsored Agency guidelines prior to proposal submission.
- Communicate effectively with faculty on overspending in grants, re-budgeting. With the approval of the PIS, submit re-budgeting requests with the revised budgets and budget justifications in the PMR system.
- Maintain a good system of tracking release time in grant funds and complete paperwork to charge release time on time. Submit the release time balance report to the Business Officer in each quarter.
- Work closely with the Department's Grant Manager and Business officer and College Research Office on any unforeseen issues on all pre award activities.
- In addition, the position will manage the sponsored program portfolios of Principle Investigators (PIs) and is responsible for timely follow-up and day-to-day financial actions as needed.
- The Pre-Award and Post-Award Specialist is expected to interpret agency and university requirements, policies, and practices for the PIs and provide support on new information regarding funding increments, reporting deadlines, fiscal issues, and compliance. The position will monitor accounts to ensure compliance with Cost Accounting Standards (Federal), the State of North Carolina and NC State guidelines.

Other Responsibilities |
* Administrative tasks assigned by the supervisor including copying, departmental mailings, assisting in file management (to include but limited to filing, archiving, purging, etc.) and assist with other miscellaneous office tasks as needed.
* Ability to apply knowledge of data collection and storage to compile, assimilate, and organize printed and electronic information. Compile spread sheets per requests of PIs and the Business Officer.
* Back-up Reconciler as needed for all P-cards assigned to Departmental faculty and staff. |
Qualifications
Minimum Experience/Education |
High School Diploma or equivalency and one year of experience in accounting work; or equivalent combination of training and experience. |

Preferred Qualifications |
- Willing to take training and refresher courses for professional development.
- Experience with PeopleSoft financials or other similar enterprise system
- Knowledgeable in University research administration (Pre and Post-Award), Cost Accounting Standards, Budget Development, and Federal, State, and University policies and procedures is a plus.
- Demonstrated Knowledge in Research Administration including the application of Uniform Guidance (UG), Cost Accounting Standards (CAS)
- Proficiency in MS Excel and other Microsoft Office products (Word, Excel) and Google Apps
