HDR is looking for a Senior Environmental Project Manager for our Environmental and Regulatory Team, to be based out of one of HDR's North Carolina (Charlotte and Raleigh) or South Carolina (Charleston, Greenville, and Columbia) office locations.

Who You Are

You are an experienced environmental professional with strong working knowledge of and relationships across the environmental regulatory landscape in the southeastern US. You enjoy managing natural resources projects (e.g., wetlands, aquatics, terrestrial), ecological surveys, technical writing, environmental analysis document preparation, and federal and state permitting in support of private sector energy, industrial and infrastructure projects. You are able to market as well as perform environmental services. You work well autonomously, but also have excellent communication skills and enjoy collaborative organizations and environments. You are proficient in the preparation and management of environmental permit applications, natural resource assessments, and biological assessments. You are passionate about identifying and applying pragmatic and innovative solutions to exceed clients' expectations while also delivering projects within schedule and budget. Primary Responsibilities



  • Function as a Senior Environmental Project Manager for natural resources studies and environmental permitting and related services for the Environmental and Regulatory Team in the southeastern US.
  • Responsible for project management, proposal and cost estimate development, budgeting and invoicing, and management of projects' financial key performance indicators to complete work on schedule and within budget.
  • Direct the technical and administrative aspects of natural resources studies, coordinate schedules, poviding technical QA, and lead problem resolution.
  • Coordination and collaboration with other staff and clients including task delegation, client and internal project meetings, client relations, and coordination with scientific and engineering teams and regulatory agencies.
  • Lead and manage ecological field surveys and assessments, data interpretation, analysis, and report writing.
  • Lead the development of natural resources and environmental permitting strategies and report preparation.
  • Manage and deliver multiple projects concurrently with very little to no oversight from senior staff.
  • Provide QAQC and technical guidance on development of deliverables and implement QAQC procedures to promote high quality work.
  • Establish client relations and be involved with marketing, contractual, design and production meetings.
  • Perform other duties as necessary.


Preferred Qualifications



  • Bachelor's degree in Biology, Environmental Sciences, or closely related field
  • 10 years experience performing ecological surveys, technical writing, environmental analysis document preparation, and federal and state environmental permitting
  • Must be able to market as well as perform environmental services
  • Experience with wetlands, aquatics, terrestrial and other related studies
  • Specific experience with permitting in the southeastern US including:


    • U.S. Army Corps of Engineers (USACE), Section 404 and Regional General Permitting
    • USACE Section 401 Water Quality Certifications
    • USACE Section 10 of the Rivers and Harbors Act
    • USACE Section 408 for Civil Works projects
    • Stormwater Pollution Prevention Plan development and inspections
    • Erosion and Sediment Control design concepts
    • Federal Energy Regulatory Commission environmental assessment, resource reporting, and permitting
    • State Navigable Waters Permits
    • State or Local Riparian Buffer Authorizations
    • U.S. Fish and Wildlife Service Section 7 Endangered Species Act Consultations
    • National Environmental Policy Act regulation and document preparation


  • Excellent written and verbal communications skills
  • Self-motivated, positive, flexible, team-oriented attitude with a willingness and desire to work as part of a multi-disciplinary team
  • Ability to travel for field assignments and client meetings, and conduct field work in difficult or remote conditions
  • Ability to make sound decisions and advise other Senior Managers and clients on environmental regulatory requirements and processes
  • Ability to mentor junior level staff and provide career development responsibilities and opportunities
  • Local candidates are preferred

Required Qualifications
  • Bachelor's degree in related field
  • 10 years related experience
  • A minimum of 5 years of project management experience
  • Familiar with Microsoft Office, estimating and scheduling software, project management software
  • Must have the ability to interact with various design teams, have excellent organizational, project management and communication (both written and verbal) skills
  • An attitude and commitment to being an active participant of our employee-owned culture is a must
