SUMMARY
Directs and supervises resources of the Area Project and Process Engineering Departments at Lake Charles South Facility. Plans and directs Area Project and Process Engineering activities.
DUTIES AND RESPONSIBILITIES
May include, but are not limited to, the following:
- Support development of capital and engineering project budgets.
- Establish and maintain engineering scope development guidelines. Consult with other department managers as needed.
- Approve purchasing requisitions for engineering projects and services, office supplies, furniture and equipment, etc., originated from department. Review quotations from vendor.
- Review engineering bid packages and forward them to management for approval.
- Prepare annual expense budget for the Engineering Department. Reviews and controls budget monthly by using Monthly Cost Report submitted by Accounting. Discusses any deviations from budget with subordinates and accounting manager and works out required actions.
- Prepare annual capital budget items and expense estimates and submits to management. Review detailed AFEs submitted by subordinates and forwards to management for approval. Monitors the implementation of AFE projects after approval.
- Review contractor/vendor invoices concerning freight charges or engineering/construction services
- Review and summarize weekly/monthly/yearly engineering reports submitted by subordinates
- Contact outside contractors/vendors seeking new materials, equipment or techniques to improve the reliability of plant equipment or engineering activities
- Perform special projects as assigned and other coordination activities as required to ensure cost-effective engineering.
- Ensure that activities are done in a manner that respects safety and the environment and/or meets quality objectives.
- Establish training needs and other personnel development opportunities for process engineers.
- Administer company policies and programs.
- Provide leadership and direction to plant departments to assure Management of Change (MOC) program is compliant and that MOC-related actions are completed and documented in a timely manner.
ADDITIONAL DUTIES

- Fully support Company goals of continuous improvement and operational excellence at strategic and tactical levels including reviewing area of responsibility for improvement opportunities to initiate projects or communicate ideas to management as well as active participation on project teams.
- Any additional responsibilities or tasks as assigned.
- Perform duties in a manner that protects personal safety as well as the safety of others. Promptly report Safety, Health or Environmental issues or incidents to management.
EDUCATION, EXPERIENCE AND QUALIFICATIONS
- A current, valid Transportation Worker Identification Credential (TWIC) card is required.
- B.S./M.S. in Engineering or equivalent progressive engineering and maintenance experience.
- 10 years' experience in engineering design, project construction management for a chemical or petrochemical plant.
- Prefer 5+ years progressive supervisory experience.
- Demonstrated proficiency in people management, strategic thinking, analysis and communication.
- Successful candidates must satisfy background screening, including motor vehicle record screening, drug testing & pre-employment physical requirements before starting work.
PHYSICAL DEMANDS
This job is performed primarily in an office setting. Physical presence and predictable attendance required. While performing the duties of this job, the employee is frequently required to sit; stand; walk; use hands to touch, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stoop, kneel, or crouch. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. This job requires response to audible emergency alarms inside of the plant. Employee must be able to evacuate when required.
WORK ENVIRONMENT
The noise level in the work environment is usually minimal to moderate as primarily based in an office setting. Some of the work may be required in the operating units which can require usage of required PPE including safety glasses, hearing protection, etc. May also occasionally be exposed to outside elements and may require usage of stairs and elevators.
