This position is located at Jonathan Dickinson Missile Tracking Annex (JDMTA), FL.

This position is not eligible for a telecommuting schedule.

Essential Functions

  • Provide leadership and direct personnel in day-to-day operations maintenance of Command, Communications, and Telemetry Eastern Range systems at JDMTA
  • Work with JDMTA Section Manager to ensure site is staffed with qualified personnel needed to successfully support Operations and Maintenance (O&M) requirements directly supporting launches, projects, and other mission requirements as necessary.
  • Work with JDMTA Section Manager to ensure all personnel are properly trained to execute their responsibilities and receive initial and recurring training, instructions, and direction needed to ensure quality and timely service to support scheduled operations in accordance with the operations and maintenance Enterprise Qualification Program (EQP)
  • Supervise JDMTA personnel in compliance with RGNext and Human Resources policies and procedures, and the International Brotherhood of Electrical Workers Union (IBEW) Collective Bargaining Agreements and provide coaching and mentoring to personnel as needed
  • Assist employees with problem resolutions; author and conduct performance evaluations; maintain system and personnel performance documentation; and disciplinary actions; relay interpretation of and enforce company policies
  • Create work assignments to ensure a sufficient number of qualified personnel are available to meet mission requirements and schedules, as well as overtime assignments when required to ensure mission requirements and alternative support postures are evaluated for optimum solution prior to authorizing overtime
  • Monitor and manage duty hours to ensure personnel are not placing themselves or the Eastern Range mission at risk
  • Ensure mission equipment is properly maintained in accordance with applicable manuals, technical orders, and procedures, hold site safety meetings, and enforce safety regulations
  • Assist JDMTA Section Manager to ensure facility meets all safety and security requirements as prescribed in company and government policies. Perform routine walkthroughs and inspections to ensure compliance.
  • Ensure adequate operational spares, supplies and consumables are on hand to support O&M tasks and objectives
  • Monitor system performance during operations and ensure status reporting is accomplished in accordance with operating instructions for reporting range system status during launch operations and mission rehearsals and daily status reporting to Maintenance Control Center (MxCC) and the Integrated Maintenance Data System (IMDS)
  • Continually assess system capability with regard to emerging customer requirements and develop Requirement Statements (RS) when necessary to ensure future mission success
  • Monitor workflow to ensure delivery of products on time
  • Ensure work products are reviewed prior to release to ensure a quality product and consistency with RGNext operating instructions, policies, procedures, and organizational responsibilities
  • Participate in engineering project design reviews, integration and acceptance testing to help ensure quality product delivery
  • Vigorously pursue initiatives and innovations to improve the quality, efficiencies, and timeliness of Section products or services
  • Innovate process improvements ensuring contract compliance and fulfillment while devising and implementing process improvement methods
  • Performs other duties as required

Required Skills

  • Possess leadership and supervisory skills that demonstrate, or indicate a high potential for successful direction of multiple work centers
  • Ability to quickly prioritize conflicting tasks, projects, and operations within the scope of assigned timelines, budget and personnel resources
  • Ability to develop and maintain positive working relationships with customers, superiors, peers, and subordinates
  • Ability to organize and lead effective meetings and prepare clear oral and written direction, correspondence, and reports
  • Adept at public speaking and customer interaction with audiences ranging from RGNext and Government senior leadership through subordinate workforce
  • Ability to project a professional image when working with internal and external customers
  • Ability to be a self-motivated team player capable of working with minimum direct supervision
  • Team builder with orientation towards group dynamics to create synergy with assigned personnel while balancing stringent contract requirements, evolving task lists, and short turn time for mission requirements

Required Experience

  • BS degree in Business Administration, Engineering, Electronics, or similarly related equivalent technical discipline or a combination of education and experience
  • Five or more years' experience maintaining and operating complex systems to include one or more of following systems: Command Destruct, Communication, Telemetry, Timing, including four years of management or supervisory experience showing increased scope of responsibility
  • Proficient in Microsoft Office suite (Word, Excel, Access, and Outlook)
  • Facilities management experience, preferred
  • Eastern Range operations and maintenance experience, preferred
  • Experience working in a collective bargaining unit environment, preferred
  • Experience leading and following Safety/Security Policies and Procedures, preferred

Additional Eligibility Qualifications

  • DoD 8570 Certification (Security+ CE or CISSP or CASP), or ability to obtain and maintain certification within six months of employment
  • The flexibility to work frequent non-duty hours or on weekends to support specific project or mission requirements
  • Must be able to obtain and maintain a DoD Secret Security Clearance, which includes U.S. citizenship
  • Valid U.S. Driver's License
