IN ORDER TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST HAVE FILED FOR, TAKEN AND BE REACHABLE ON THE CLERICAL ASSOCIATE BRIDGE EXAM, OR BE SERVING PERMANENTLY IN THE TITLE, OR ELIGIBLE UNDER THE 55A PROGRAM.

JOB DESCRIPTION:
Under supervision of the Small Purchasing Manager, with latitude for the exercise of independent initiative and judgment, performs moderately difficult clerical work in purchasing goods and services and processing documentation and payments for the Staten Island Ferry. Performs related work.

EXAMPLES OF TYPICAL TASKS:
Prepare requisitions, shipping instructions and receiving reports. Review and place orders: via DCAS Requirements Contracts, Direct Order System, and Punch Out System; via purchase orders and blanket orders; via P-card. Process invoices for payment, including review of invoices, receiving reports, timesheets/sign-in & sign-out sheets, certified payroll, prevailing wage schedules, purchase order and/or contract. Submit requisite information and documentation to Fiscal Affairs/Accounts Payable. Record and track vendor payments. Answer vendor inquiries and trace unpaid invoices. Use computer systems and applications to perform routine tasks. Confers with, advises and coordinates operational, technical and professional staff in the procurement process. Maintains records. Performs various other related purchasing and fiscal tasks in the Small Purchasing unit.

Ability to work independently in fast paced, high volume environments with tight time constraints.
Detail oriented and strong organizational skills.
PPB Rule Familiarity.

Knowledge of FMS3, PASSPort and DMSS.
Knowledge of the City's M/WBE Program.
Microsoft Office knowledge including Excel and Access.

TWIC REQUIREMENT: Once selected for employment at the Staten Island Ferry, federal regulations require that the applicant must either undergo a federal background check as part of the Transportation Worker Identification Credential (TWIC) program or already possess a TWIC. Minimum Qualifications

Qualification Requirements
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and one year of satisfactory clerical experience.
Skills Requirement
Keyboard familiarity with the ability to type at a minimum of 100 key strokes (20 words) per minute.
