Strategic Sourcing Manager, Non-Clinical

PRIMARY RESPONSIBILITIES:

Lead the creation, execution and management of comprehensive sourcing strategies for clinical supply and service categories that ensure lowest total cost of ownership through managed demand, utilization, and optimal pricing. Negotiate, benchmark, implement, and monitor large scale acquisitions, contracts, and product portfolios to ensure Jefferson. takes full advantage of value based, state of the art equipment, devices, and opportunities for a group of categories which may include IT, Marketing, Facilities, HR Services, Legal, Travel, and other categories.

Lead cross-functional project teams and develop and leverage supplier partnerships, Jefferson Health System relationships, and group purchasing organization (GPO) contracts to meet business requirements to create sustainable solutions that maximize cost effectiveness for the institution and support its strategic direction

Essential Functions

bull; Interacts with co-workers, visitors, and other staff consistent with the values of Jefferson.

bull; Supports partnerships with aligned departments and builds relationships at Associate Vice President, Director, or Manager level. Helps Develops and executes strategic sourcing plans across a sub-group of product and service categories that appropriately factor departmental needs alongside institutional challenges and directives

bull; Manages, on average, $50-$100M in annual spend

bull; Deliver, at a minimum, $5M ndash; $8M annually in budget-impact cost savings and avoidance

bull; Manages all stages of sourcing process from situation analysis, business requirements gathering, market research and intelligence, strategy creation, request for proposal, negotiation, award, implementation, and budgetary compliance

bull; Initiates bid process and utilizes eSourcing technology to increase value delivery and increase efficiency of the bidding process. Analyzes responses, awards business, develops contracts and engages appropriately with Jefferson and vendor legal departments to implement, monitors vendor performance post-award through structured and well-defined supplier relationship management

bull; Supports strategic supplier relationships through establishment and measurement of KPIs and other performance measures to deliver enterprise-wide cost optimization and maintain focus on pioneering, innovate products and services

bull; Responds appropriately and proactively to customer needs and supports departmental, hospital, and university initiatives.

bull; Highly organized, self motivated decision-maker working with minimal supervision and able to manage multiple priorities.

bull; Conforms to and follows all internal directions and guidelines established for the Department by the Associate Vice President Strategic Sourcing and Vice President for Strategic Sourcing and Value Analysis.

bull; Treats all patients, visitors, co-workers, and/or customers with sensitivity, dignity, and respect.

Competencies (Knowledge, Skills, and Abilities Required):

Understand and embrace Jeffersonrsquo;s strategic goals and support these growth areas. Must be in tune with not only the individual needs/preferences of the physician/clinician or researcher or faculty but how they impact Jeffersonrsquo;s strategic plan and manage the acquisitions based on the overall service line or university requirements.

Creates comprehensive sourcing strategies making use of multitude of tools and processes. Identify and align key stakeholders, develop communication and actions plans and demonstrate ability to lead cross-functional and diverse sourcing teams that may consist of operational representatives to senior executives.

Have strong excel and analytical skills to analyze internal purchase, demand, and usage profile, and competitive landscape as primary inputs to options generation and strategy creation.

Initiates, coordinates, and develops RFP/RFQ for projects, supplies, and Services making consistent use eSourcing technology, including electronic RFIrsquo;s, RFPs, RFQ,s and reverse auctions. Analyzes responses and coordinates award decision.

Creates, negotiates, and modifies contracts for assigned suppliers, commodities, projects, and services. Acts as primary lead for institution between stakeholders and suppliers.

Creates clear and measurable supplier performance standards (key performance indicators) and service level agreements. Monitors supplier performance with regard to on-time delivery, price performance, invoice accuracy, and customer service response as well as other defined performance indicators. Generates and analyzes reports from internal systems or supplier data base as required.

Ability to very clearly define Jefferson requirements while possessing the flexibility to incorporate innovative ideas and solutions that suppliers may present.

Cultivates close relationships with key vendors to create true strategic partnerships, requiring strong and demonstrable sense of team and collaboration alongside ability to align and influence internally to execute ideas.

Possesses a working knowledge of Jeffersonrsquo;s infrastructure and support areas and understands the operational needs to better respond to and support projects in these areas.

Builds relationships with key stakeholders in supported departments to effectively influence and deliver positive change.

Ability to create and deliver audience-specific presentations that effectively communicate the need for change and successfully foster support, from implementers to senior executives, for change initiatives

Communicates often with Acquisition Specialists and Sourcing Teammates regarding new contracts, suppliers, and standard products. Communicates with Director and Associate Vice President of Strategic Sourcing on various contract issues, customer needs, and supplier issues. Interacts with various levels of senior management and administration of the Hospital, University, Health System, and supplier partners.

Conforms to and follows all internal directions and guidelines established for the Department by the Associate Vice President Strategic Sourcing and Vice President for Strategic Sourcing and Value Analysis.

Stays current with market trends in assigned commodity area through trade publications, newspapers, vendor literature, associations, etc. Acts as a change agent to supply information on state of the art equipment and processes.

Interacts with co-workers, visitors, and other staff consistent with the core mission, vision, and values of the enterprise.

Bachelorrsquo;s Degree in business is required. Masterrsquo;s Degree is preferred.

Experience:

Five to seven years progressively responsible experience in purchasing, contract management, or materials management setting

Must have Fortune 500, Pharmaceutical, IT, FMCG, CPG, Consulting or equivalent industry experience

Minimum Certifications, Registration or License Requirements

C.P.M. from the Institute for Supply Management, Inc. or a CMRP certification from the Association for Healthcare Resource amp; Materials Management of the American Hospital Association is preferred.

Covid Vaccination is a requirement for employment at Jefferson for employees working at Jeffersonrsquo;s clinical entities or at the University.
