Job Title: Electric Line Technician
Department: Utilities
Classification: Non-Exempt

Hiring Range: $42.68/hour - $48.02/hour
Salary Range: $42.68/hour - $64.03/hour

Position Summary: Performs journey-level, skilled, technical, and specialized duties in the installation, construction, operation, and maintenance of the electric distribution and street lighting systems consistent with the organization's values and mission statement.
Supervision Exercised and Received: Works under the general supervision of the Electric Superintendent and receives direction from the Lead Electric Line Technician.

Essential Job Functions:
Electric Distribution System Operations
* Performs skilled technical work in operation and maintenance of the primary and secondary elements of the electric distribution system.
* Must have general and specific knowledge of equipment and operate equipment in order to construct, maintain, and repair electrical systems, both cold and energized (hot) lines.
* Installs electrical services, meters, transformers, and related appurtenances.
* Performs meter inspections, installations, repairs, and trouble shoots problems.
* Tests meters to ensure accurate tracking of power consumption.
* Sets priorities for response to customer service request work orders.
* Maintains records of electrical system maintenance failures, duration of failures, and customers affected.
* Works with electric staff on the proper and safe way to perform their duties, including adhering to working clearances for all voltages.
* Reviews development plans to ensure construction complies with standards. Inspects work for compliance with approved plans.
* Assists in establishing power for special community events by performing electrical work and analyzing availability and capacity of power supply.
* Assists other utility and city departments with electrical work.
* Directs, guides, and trains personnel in lower-level electric line worker positions. All training should contain emphasis on safe working practices.

Streetlights
* Works with Electric Superintendent to schedule and repair existing streetlights.
* Installs and maintains city streetlights. Digs trenches to install raceway for electrical wires which feed the streetlights. Sets tubing and concrete pedestals for new street lighting.

Electric Locates
* Locates electrical distribution lines in advance of expected excavation work by the department and private contractors, in accordance with positive response requirements of the 8-1-1 locating of underground facilities regulations, and establishes measures for the protection of buried lines and equipment.

Equipment Handling & Use
* Supervises the loading and unloading of equipment to ensure proper handling of materials and that safety precautions are observed.
* Operates trencher and backhoe to install underground cables and backfill ditches; hi-ranger bucket truck for repair and hookup of high voltage lines, etc.; and crane truck.
* Responsible for the proper use and care of all vehicles and equipment used in line work and under the superintendent's direction, including scheduling the equipment for maintenance.
* Orders small line items such as street light bulbs, safety equipment, tools, etc.
* Instructs and trains new linemen and apprentices in the safe use of tools and equipment.

Customer Service
* Engages on electric system issues including responding to external customer concerns and internal customer assistance.

Operational Safety
* Safely performs duties associated with high risk industrial facility, field, and project work (as recommended by industry best practices and OSHA where applicable) including but not limited to:
o high voltage equipment, machinery, and confined spaces.
* Ability to access, interpret and perform operational specific procedures.
* Knowledge of Safety Data Sheet (SDS) for all chemicals associated with electric operations.

Minimum Requirements:
Education: High School diploma or GED equivalent.
Experience: Four (4) years of experience in electrical distribution systems installation, operation and maintenance is required.
Technical Knowledge: Must be proficient in the following areas: Microsoft Word, Outlook Email, and have a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms.
Licenses & Certifications: Must possess a Journey Lines Technician certificate. Must possess and maintain valid Class B-CDL Commercial Colorado driver's license.
NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge, and skills as determined by the City of Aspen may be substituted for the requirements above.
Preferred Candidate: Bachelor's degree is a related technical field preferred.
NOTE: This position requires a physical examination and Criminal Background Check upon hire. Employment is contingent upon passing both a physical examination and Criminal Background Check.
Position Type and Work Hours:
* Regular full time, hours may vary with workload.
* Evenings/Weekends/Holidays may be required in addition to or instead of normal hours depending on departmental needs, meetings, and special projects.
* Standby: Must be immediately available for 24-hour alarm response on a rotating schedule to perform job duties. A non-exempt employee assigned to standby duty shall be compensated for the off-duty assignment at a rate of one-hour regular pay for every weekday duty and two hours regular pay for every weekend duty over and above the normal work week hours.

Work Environment:
* Indoors: Office environment.
* Outdoors/Off-site: Meetings, trainings, and site visits at a variety of city facilities and areas.
* Exposure: Work is performed both indoors and outdoors with exposure to a variety of temperature conditions and heavy traffic. Excessive noise from machines and equipment. Works around hazardous equipment and electricity.
