The Manager Emergency Communications Center is a qualified emergency communications professional who assists with the overall development and management of the emergency communications center and its designated functions. The Manager will assist with establishing strategic planning initiatives and developing various operating policies and procedures in conjunction with the overall mission, goals and objectives for Cone Health Emergency Management, Security, and various other emergency response teams across the organization. The position will manage the maintenance and functionality of a variety of emergency response technology, including radios, security cameras, panic buttons and various other monitoring tools, providing technical consultation and guidance, and monitoring compliance with all safety policies. The position will report to the Director of Emergency Management. |

?Leads, manages and coordinates the operations of the Cone Health Emergency Communications Center; Develops, implements and revises plans, programs, policies, and procedures; Assists with establishing strategic planning initiatives and developing various operating policies and procedures in conjunction with the overall mission, goals, and objectives for the Communications Center. ?Hires, trains, and evaluates the performance of assigned personnel; establishes and evaluates appropriate performance and operation standards. ?Performs statistical and quality analysis; assists with the development of programs to analyze and evaluate operations and to create strategies for optimum efficiency and effectiveness. ?Manages the repair, maintenance and replacement of existing equipment, and purchase and installation of updated systems such as radio communications infrastructure, software, telephone and computer operating systems. ?Responsible for the effective supervision and administration to include staff development and training, performance management, employee relations, prioritizing and assigning work and related activities; advises staff on difficult issues and makes decisions on exceptional situations to manage and implement appropriate services and assistance. Oversees upgrades, add-ons, and maintenance issues involving the various technology deployed within the communications center. ?Assists with the management of technology systems and resources for the Communications Center; and designs public safety response algorithms and response plans. ?Develops various operating reports detailing department statistics, activity, dispatcher performance, and scheduling other administrative information. ?Assists with preparing and monitoring the operations of the communications division; prepares detailed and complex reports, briefings, presentations, and publications in support of the division's functions; remains abreast of current developments in the field of Emergency Communications, particularly new regulations and 911 technological advances and may serve as the departmental representative for applicable advisory committees. ?Maintains proper staffing levels for assigned shifts at all times. ?Ensures compliance with all applicable Federal, State, FCC and local laws and regulations. Ensures that all equipment is operable and properly maintained. |
EDUCATION: |
Required: Bachelor?s degree (Emergency Management, Business Management, Public Administration, Criminal Justice, or related specialty) Preferred: Master?s degree (Emergency Management or Business-related specialty preferred) |
EXPERIENCE: |
Required: 3-5 years? experience in a 911 Communication Center or Emergency Services with administrative or supervisory responsibilities or another related field Preferred: 5+ years? experience in a 911 Communications Center with demonstrated experience as a manager or above |
LICENSURE/CERTIFICATION/REGISTRY/LISTING: |
Required: ICS 100, 200, 300, 400, 700, 800 FEMA HSEEP within 1 year of employment NENA Center Manager Certification Program Valid Driver's License (If driving Cone Health vehicle, must have 5 years of driving experience and MVR must be approved by Risk Management.) Preferred: NENA ENP 911 Certification, APCO Certified Public Safety Executive Program, APCO Registered Public Safety Leader, and/or other certifications may be required. |
