POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

Department Overview:

The Command Communications Department (CCD) provides essential administrative support to the scientific, technical, and administrative communities of the Navy. It provides a broad range of technical and visual archiving and communication-related products and services to enhance and promote customer programs and operations.

This support includes writing and editing; documentation scanning and digitization; publication production and distribution; graphic design and illustration; design and production of visual exhibits and displays; audio and video production and consulting; photo production, scanning, digitizing, and archiving; and film scanning and video conversion and archiving. This mission serves as a valuable resource to the Naval Air Warfare Center Weapons Division (NAWCWD), the Naval Air Systems Command (NAVAIR), and other Navy and Department of Defense (DoD) divisions and commands.

Primary/Major Duties and Responsibilities



  • The Contractor shall plan, schedule, script, produce, shoot, edit, and deliver video productions that may include public release, controlled unclassified, or classified content. Productions may range from Command engagement videos and events to detailed and specific technical capture for various customers. This will require the Contractor to obtain a variety of potential shots that may include in-studio interviews, in-field interviews, internal and external facility capture, workplace operation shots, testing setups and tear downs, live-fire testing, outdoor exteriors and terrain, and other related shot types necessary for productions. The Contractor will have an understanding and ability to quickly plan, record, and deliver more news and social media style productions that are still an acceptable quality but not overly produced with the requirement of a timely finished product and fast delivery. The performance and tasking will require the Contractor to setup and tear down various type of video equipment; therefore, they must be able to lift over 50 pounds of gear in sometimes uneven terrain and support potentially lengthy shoots in weather conditions that include extreme temperatures and elements such as dust and wind. The performance and tasking will require the Contractor to operate both Mac and Windows computers in addition to traditional and specialized video cameras including GoPro, FireCam, and 360-degree cameras along with support equipment such as tripods and stabilizers. The performance and tasking will require the Contractor to have an extensive understanding of video editing software to include Final Cut Pro and Adobe Premiere Pro. The performance and tasking will require the Contractor to interact, interview, collaborate with, and provide technical direction to Navy, NAVAIR, and NAWCWD senior leadership and workforce members where the level of professionalism, etiquette, and protocol must be beyond reproach.   • The Contractor shall plan, schedule, shoot, edit, and deliver still photography content that may include public release, controlled unclassified, or classified content. Productions may range from Command events to detailed and specific technical capture for various customers. The performance and tasking will require the Contractor to possess an understanding of photography principles and the ability to use a high-end camera. The performance and tasking will require the Contractor to operate both Mac and Windows computers and high-end cameras including various lenses. The performance and tasking will require the Contractor to be knowledgeable with photo editing software to include Adobe Photoshop, Bridge, and Lightroom. The performance and tasking willrequire the Contractor to interact, collaborate with, and provide technical direction to Navy, NAVAIR, and NAWCWD senior leadership and workforce members where the level of professionalism, etiquette, and protocol must be beyond reproach.
  • The Contractor shall plan and produce digital live-streaming events and support sound and audio capabilities for Command events. Productions may range from Microsoft TEAMS live events needing to be produced at the China Lake site alone or require bringing in speakers and/or an audience from other remote sites to collaborate and interact with the site the Contractor is producing from. Support for sound and audio at Command events may range from a small (10-20 people) meeting in a conference room, to a medium all-hands (50-100 people) event at the China Lake Chapel or other venue, to a large, high-visibility Command event with VIP and senior leadership speakers and an audience of 300 to 600 people. The performance and tasking will require the Contractor to be familiar with the working and setup of sound and mixing equipment, including microphones, speakers, amplifiers, mixing boards, and their computer interfaces. The performance and tasking will require the Contractor to be familiar with Windows computers and a knowledge of or ability to quickly learn the Microsoft TEAMS environment and live-streaming functionality. This includes the ability to professionally and effectively troubleshoot before and during a live event. The performance and tasking will require the Contractor to interact, collaborate with, and provide technical direction to Navy, NAVAIR, and NAWCWD senior leadership and workforce members where the level of professionalism, etiquette, and protocol must be beyond reproach.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • Ability to work independently and sometimes under pressure of critical deadlines and high-priority and high-visibility projects.
  • Extensive understanding of video editing software to include Final Cut Pro and Adobe Premiere Pro
  • Extremely knowledgeable with photo editing software to include Adobe Photoshop, Bridge, and Lightroom
  • Ability to carry 50 lbs of equipment
  • Ability to operate proficiently utilizing Windows Office suite of software
  • Degree in communicationsor related degree OR experience to appropriately qualify.
  • Valid driver's license and appropriate vehicle insurance.
  • Ability to travel less than 10% of working hours
  • Knowledge of the NAWCWD organizational structure is a plus.
  • Communicate effectively orally and in writing
  • Interact professionally with the highest levels of leadership within the organization
  • Ability to get and maintain a SECRET clearance.
