Lead Construction Surveillance Technician (DOS CONUS)

The Department of State (DoS) Bureau of Diplomatic Security (DS), Office of Physical Security Programs (PSP), Facilities Security Division (FSD), Domestic Building Branch (DBB) has a requirement for construction surveillance services utilizing Construction Surveillance Technicians (CSTs) to support Construction Surveillance Detection Service operations via the CST Site Security Program (SSP). The specific goal of the CST SSP is to detect unauthorized access to controlled areas, deter the introduction of unauthorized materials to the site, and to observe activities of construction workers and/or visitors(s) on site to prevent the implantation of clandestine surveillance devices or systems into the structure being constructed.

Responsibilities

CSTs are individuals who are professionally trained in surveillance and construction techniques for the purpose of ensuring the security and integrity of a construction site, controlled access areas (CAA), and materials scheduled for use or inclusion in a controlled area. This role requires a high level of physical fitness, attention to detail, and a commitment to maintaining site security and project integrity. All duties must be performed in compliance with relevant safety regulations and security protocols.

The CST duties and responsibilities shall include the following:

1. Control access to the construction sites.

2. Screen and observe personnel within or to a construction site as appropriate. For reasons of Safety and Security, only those persons whose names appear on the "Site Access List" will be permitted to enter the job site unescorted. The Site Access List will be provided by the SSM.

3. Screen all materials and tools entering a construction site.

4. Control the Secure Storage Area (SSA) and the materials contained within.

5. Monitor and annotate in writing, the observed actions of the construction workers as they accomplish their various construction tasks and compare the results with project construction documentation.

6. Ensure all equipment, materials, and furnishings for use in specified areas are x-rayed, and or examined, then appropriately marked and escorted to the SSA or designated area.

7. Assist the SSM with random selection and procurement of materials required for construction and installation in, or contiguous to, controlled areas.

8. Inspect all persons, packages, bags, boxes, crates, tools, and vehicles, prior to entering the construction site at the discretion of the SSM.

9. Produce daily logs of all related activity and events.

10. Report all security related incidents.

11. Report all anomalies and incidents of a counterintelligence nature directly to the SSM.

12. Other duties as assigned by the SSM with coordination with the Lead CST.

Additional Lead CST duties and responsibilities include:

1. Coordinate administrative matters (developing work schedules, personnel leave requirements, etc.) with the SSM.

2. Serve as the Contractor's on-site representative.

3. Be available at all times to receive and implement orders or special instructions from the SSM or COR concerning matters which affect the security operations of the site.
