Job Summary
SMSI is seeking a Document Control Manager to work onsite in Aiken, SC. The candidate with manage the site's records programs, which includes managing all unclassified and classified records activities: setting program direction and establishing company policies and procedures: providing liaison and support to DOE-SR, DOE-HQ and national initiatives (e.g. epidemiological studies, dose reconstruction): The candidate will also introduce process and technology enhancements, providing primary accountability to national agencies: ensuring program compliance with federal laws and regulations relative to Records and Information Management.

Job Responsibilities
- Exclusive responsibility for managing the site's collection (approximately 65,000 cubic feet of classified and unclassified records material) including ensuring processing, access and timely retrievability of information.
- Manage the overall Records Program at Savannah River Site, operating in different facilities, responsible for the capture, identification, storage, archiving, filming, imaging, retrieval, and ultimate disposition of records.
- Responsible for developing and implementing policies and site procedures for managing all unclassified and classified records for the company consistent with Code of Federal Regulations, NARA, Quality Assurance Standards (e.g. NQA -1) and DOE Directives.
- Responsible for developing policies and implementing programs to protect and manage company Privacy Records.
- Function as the company Records Officer, with accountability to represent SRS with Federal Agencies, (e.g. NARA), task forces (e.g. nuclear weapons Information Committee) national records initiatives (e.g. epidemiological study) and international societies (e.g. Nuclear Information and Records Management Association).
- Responsible for development, modification, and administration of records/information support systems (e.g. microfilm, DMS, imaging systems).
- Provide direction to all site divisions with matrix responsibility for directing the efforts of Division Records Officer
- Site lead on meeting the Secretary of Energy's mandate for increased public access to information, while maintaining the protection of restricted and classified weapons information.
Required Skills/Abilities
- In depth knowledge of all facets of records management (i.e. transfer, archiving, imagining, retrieval, retention, and destruction), of records trends and technologies, and of Regulations, National Codes and Standards as well as DOE Orders relating to records protection.
- Must have the ability to effectively support the development and implementation of procedural requirements.
- Should have broad knowledge of business and processes in support of various records activities, such as development of retention schedules.
- Requires effective communication skill, planning, scheduling and organizational skills, and experience in administration functions with strong emphasis on leadership.
- Must have ability to communicate at all levels and present ideas / programs in a logical, organized manner.
- Recent experience as a Document Control Manager on a large scale NNSA/DOE/Commercial nuclear or heavy industrial project is required.
- Familiarity with nuclear quality (e.g. NQA-1) and Nuclear Quality document control requirements is preferred.
- Knowledge and experience with establishing construction document control programs and processes.
- Candidates should be self-starters, highly motivated, requiring minimal supervision, and able to work well in a team environment organization.
- Candidate must be a US citizen.
- Candidate must have the ability to obtain and maintain a DOE "Q" security clearance.
Preferred Qualifications
- Experience in the nuclear industry is preferred.
- Working knowledge of the Savannah River Site document control program is preferred.
- Candidate who has possessed an active DOE "L" or "Q" clearance in the past two years is preferred.
Educational Requirements
- A business or technical degree, 8 to 10 years management experience in records management/ document control or related information management discipline.
- In lieu of a degree, a High School Diploma, and a minimum of 15 years' experience in management related field of Records Management/Document Control or related information management discipline.
