Job Summary: The Director of Program Integrity and Contract Compliance reports directly to the Corporate Compliance and Quality Improvement Officer. This position is responsible for developing, overseeing, and monitoring key processes and systems to support excellent, efficient client care through quality assurance activities, staff training, business process activities, program evaluation and other activities integral to maximizing revenues, meeting contract performance metrics and outcomes, and ensuring program and data integrity. This position is responsible for instilling a culture of client care that provides top quality clinical services to all consumers. This position has a high degree of responsibility for representing, promoting, and collaborating for Integral Care's clinical services in a progressive, positive and professional manner in the Travis County community. This position has significant and high-profile responsibilities collaborating with multiple governmental entities (Central Health, HHSC, etc.), local service agencies and numerous work groups and committees. Directly supervises Operations Managers who oversee teams that support program and business functions. This position is accountable for creating an atmosphere which encourages motivation, innovation, and high performance. Recruits, selects and hires appropriate staff for the organization. Develops approaches for designing and implementing processes. This position has a broad scope of responsibility for and oversight over operational processes to meet operational goals and objectives.



    Regular, predictable attendance is an essential requirement for this position. Other duties may be assigned. May require a flexible work schedule.

    Knowledge, Skills, and Abilities:


    • Knowledge of the principles and practices of public administration and management and of local, state, and federal laws and regulations relevant to the program operations area.
    • Understanding of behavioral health services best practices and clinical and physician/patient protocols.
    • Knowledge of Medicaid, Medicare and other third-party payment methods.
    • Extensive knowledge of principles and processes involved in business and organizational planning, coordination, and execution including resource allocation, leadership techniques and production methods.
    • Proven abilities in supervision (clinical and/or administrative) of personnel.
    • Ability to create a high functioning team to carry out broad strategic goals.
    • Ability to use deductive reasoning to apply general rules to specific problems to come up with a logical explanation for why a series of seemingly unrelated events occur together.
    • Ability to identify the nature of problems, develop and implement solutions, using the PDSA methodology. Ability to track outcomes based on metrics.
    • Ability to use root cause analysis for problem evaluation and identification of lessons learned to redirect efforts.
    • Ability to establish goals and objectives; to devise solutions to administrative problems; to develop and evaluate administrative policies and procedures; to prepare reports; to communicate effectively; and to oversee program activities.
    • Skilled in identifying measures or indicators of program performance and in operating a computer and applicable software.
    • Ability to organize and prioritize work assignments.
    • Highly skilled in providing guidance and direction to staff, including setting performance standards and monitoring staff.
    • Skilled in motivating, developing, and directing people as they work.
    • Ability to establish and maintain effective working relationships within an organization and the community.
    • Strong verbal and written communication skills.
    • Ability to interact with diverse groups and lead them to consensus.
    • Excellent interpersonal skills.

    Education:

    Required:


    • Graduation from an accredited four-year college or university with a major in a social, behavioral, or human services field is required. A Master's degree in a social service field or public policy field is preferred.
    • Education may be substituted for experience.

    Experience:

    Required:


    • Experience in the administration and evaluation of a program relevant to assignment.
    • Minimum of 5 years experience in fiscal management, public policy, government agency or non-profit experience.
    • A minimum of one year of direct client care experience in mental health.
    • Expertise in substance use disorders, developmental issues, and/or child and adult behavioral health required.
    • Minimum of 2 years of experience with strategic planning in large organizations.

    Preferred:


    • Five to seven years of management experience in human services, quality assurance, or program evaluation.

    Hours: Full-Time.

    Workdays: Monday - Friday.

    Workhours: 8:00AM - 5:00PM.

    Salary: $122,186.48 annually.
