Primary Purpose of Department
The Office of Research Services has primary responsibility for pre-award and post award support for college faculty and staff, including proposal development, budget review, proposal submission, and post-award support to college and department staff. Post-award administration includes oversight for cost-share accounting, effort reporting, and financial management. The office promotes and upholds research and financial management.
Primary Purpose of Position
The position of Proposal Development Officer holds responsibilities in the areas of budget development, proposal development, and the preparation of proposal submissions. This position supports the overall advancement of the University's research enterprise. The Proposal Development Officer has responsibility for preparing proposal submissions from faculty, staff, and students of the University, including determining if project proposals are consistent with the academic and research policies of the University.
Summary of Position Responsibilities

  • Advises faculty, staff, and students on the development of project proposals, the interpretation and implementation of sponsor guidelines, and the proposal submission process.
  • Prepares proposal budget requests, assists faculty with the entry of relevant information into electronic research administration systems, reviews proposal components prior to submission, and prepares the proposals for final review prior to submission.
  • Assist with the updating and processing of proposal documents (revised budgets, JIT, etc.) as needed, prior to full execution of an award.
  • Interact and collaborate with the contracting and award management teams as well as with college and unit-based staff to support the successful life cycle of each funded project.
  • Other duties as assigned in support of the overall goals of the unit.

Minimum Education/Experience

  • Bachelor's degree with 1-2 years of related grant management experience; or an equivalent combination of education and experience.


Preferred Education, Knowledge, Skills and Experience
The ideal candidate will have:

  • Bachelor's degree in a related field
  • 1 - 2 years contracts and grants administration experience.
  • Experience preparing, analyzing and revising detailed budgets
  • Ability to comprehend, interpret and apply agency guideline requirements, preference given to experience with NSF, NIH, DOD, DOE and similar agency experience
  • Knowledge of federal funding regulations
  • High level of professionalism, maturity and experience sufficient to earn the trust, respect and credibility of Faculty.
  • Exceptional interpersonal and professional communication skills;
  • Ability to prioritize and manage multiple deadlines;
  • Critical thinking skills and decision making; experience in the preparation, processing and submission of grant and contract applications and proposals is preferred.
  • The applicant should also be familiar with regulations and requirements for a wide variety of extramural sponsors including federal, state and private agencies.
