Overview

The Section Manager is responsible for the development, implementation and oversight of the companies 'emergency related regulatory compliance program as well as the support for emergency preparedness processes at Orange & Rockland. These responsibilities include, but are not limited to: advising Company stakeholders regarding emergency-related regulatory requirements (e.g., notifications, records management, trainings, exercises); directing emergency-related regulatory reports and filings (e.g., Scorecards, Part 105 Reports, ERP); managing communications with DPS Staff/BPU and organizational leadership regarding emergency-related regulatory activities; partnering with joint utilities/external partners in the development of emergency-related regulatory best practices, and partnering with organizational leadership/project sponsors to design and develop internal resources (e.g., playbooks, job guides, training rosters) to support emergency-related regulatory compliance. In addition, the Manager will support ORU as the embedded EP representative addressing needs such as day to day EP oversight; exercising and training; liaison responsibilities; SEA planning, support of the mutual assistance function, as well as overall ICS support.

Responsibilities

Core Responsibilities
  • Develop and implement Section goals, objectives, project schedules and tracking mechanisms in alignment with effective project management processes.
  • Establish and maintain strong working relationships with key stakeholders across the CECONY organization, O&R, other NYS utilities, NYC and Westchester County emergency management/services agencies, and with our Regulators (DPS Staff and NJ BPU).
  • Partner with stakeholders to develop required responses and reports (e.g., implementation plans, Scorecards, Part 105 Reports) to electric emergency events that trigger regulatory reporting, as well as to New York State (NYS) Public Service Commission (PSC) and Board of Public Utilities (BPU) emergency event-related cases and orders.
  • Develop and maintain the Companies Electric Emergency Response Plans and Corporate Coastal Storm Plan.
  • Partner with stakeholder groups to update the content of Company Plans and their associated Corporate Instructions, policies, procedures, guidelines and organization-specific plans.
  • Prepare all regulatory filings of the Electric ERPs in accordance with Part 105 requirements and in partnership with Law-Regulatory Services.
  • Develop and maintain Department-owned Corporate Instructions, policies, procedures, and guidelines related to Corporate emergency events across all of our commodities (i.e., electric, gas, steam).
  • Ensure emergency-related regulatory documents are published to, and kept current on, Conor-Policies & Procedures, and Conors Homepage for EP, as well as uploaded to event-specific Teams channels during emergency events, as appropriate.
  • Advise internal stakeholders across the Companies regarding emergency-related regulatory requirements. Provide timely updates when requirements are established, amended and/or dismissed by our Regulators.
  • Design and deliver customized informational campaigns/presentations that inform and educate stakeholders/all Company employees about updates to emergency-related regulatory requirements and their impact.
  • Partner with internal stakeholders to design and develop resources (e.g., playbooks, job guides, ICS training rosters) to support compliance with emergency-related regulatory requirements.
  • Partner with O&R as well as other NYS utilities in benchmarking and the development of emergency-related regulatory best practices and procedures.
  • Partner with EPs exercise team to ensure that operational exercises across O&R, as well as the Annual Storm Drill with external agencies and DPS Staff, are designed to reflect the most current regulatory requirements, to exercise participants knowledge of those requirements, and/or to identify gaps.
  • During Corporate-level electric emergency events, provide related expertise and support.
  • Commit to developing a proactive, customer-centric approach to stakeholders in order to foster trust and confidence, improve value, and ensure optimal levels of organizational effectiveness related to regulatory compliance.
  • Manage the Departments CEO Certification process.
  • Establish procedures to ensure the retention and integrity of EP-owned regulatory files and records.
  • Support O&R in all aspects of emergency preparedness and response (e.g., ERPs, system Emergency Assignments (SEA) regulatory compliance, external partnerships, municipality first responder awareness utility training.
  • Maintain ICS position guides/ checklist, ICS training requirements and provide support during ICS activations.
  • Provide ICS support and post storm support during events.
  • Support Orange & Rocklands overall emergency preparedness goals.
  • Support departmental efforts related to diversity and inclusion, including fulfilling EPs Dept. Rep. role on USS D&I Council.
  • Ensure implementation of Company safety, health, and environmental programs for employees whose work is directed. Ensure safe work practices are followed and the environment is fully protected in accordance with Company policy and governmental regulations.
  • Adhere to the Company's Standards of Business Conduct and other Company procedures including Environmental, Health and Safety ("EH&S"), Equal Employment Opportunity ("EEO"), discipline, and security.
  • Perform other related tasks and assignments, as required.

Qualifications

Required Education/Experience
  • Bachelor's Degree and 8 years of related work experience working in emergency preparedness/ management, regulatory compliance, law, risk management, quality assurance, public administration, corporate communications, and/or a related field. or
  • Master's Degree and 6 years of related work experience working in emergency preparedness/ management, regulatory compliance, law, risk management, quality assurance, public administration, corporate communications, and/or a related field.
Relevant Work Experience
  • Proven experience in leading and managing cross-functional projects. Required
  • Demonstrated success in interfacing with senior executives and regulators. Required
  • Demonstrated success in developing strategic partnerships across organizational groups/levels and with external partners. Required
  • Demonstrated experience with application of Incident Command System practices. Required
  • Excellent written communication and editorial skills. Required
  • Advanced proficiency level with Microsoft Office (Teams; Word; Excel; PowerPoint; Outlook; SharePoint). Required
  • Must have supervisory/managerial experience. Required
  • Demonstrated experience in developing internal products that align with corporate goals/objectives. Preferred
  • Experience working with Adobe Acrobat Pro and Visio. Preferred

  • Must be able and willing to travel within Company service territory, as needed.
  • Must be able to participate in the Company's emergency management processes and storm plans as required.
