**OPEN TO ALL QUALIFIED APPLICANTS ** EXECUTIVE SERVICE This position serves at the pleasure of the Appointing Authority The MDTA owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the state of Maryland. For over 50 years, the MDTA has provided Maryland's citizens and visitors with safe, secure and convenient transportation facilities. The MDTA is seeking a detail-oriented, experienced, and forward-thinking senior procurement professional. The incumbent will manage professional procurement staff engaged in the procurement of IT and/or commodities contracts in the Division of Procurement. Nature of Work: This position plans, directs, and coordinates the purchasing activities of the MDTA that are subject to review or approval by outside State procurement control authorities (The Department of Budget and Management [DBM], the Department of General Services [DGS], the Department of Information Technology [DoIT], etc.) The duties for this position include, but are not limited to, the following:
- Assigning projects and/or work to subordinate staff, establishing staff priorities and allocating the appropriate resources to meet procurement deadlines;
- Reviewing solicitations and contracts prepared by staff to ensure compliance, identify opportunities for improvements and obtain legal sufficiency in addition to reviewing and approving technical bid/proposal documents, memos and letters;
- Providing staff with interpretation and training of new procurement laws, procedures and policies and technical guidance and direction;
- Providing direct support and assistance to the Director and Deputy Director, Division of Procurement, as well as giving guidance and direction to other MDTA contract managers and procurement staff;
- Reviewing, analyzing, and assisting with procurement requests by determining the most appropriate procurement method for IT services, hardware, software, commodities and small procurements;
- Developing, soliciting, evaluating, negotiating, and awarding procurements specific to the Division of Procurement for the MDTA;
- Researching materials and/or presenting testimony for MDOT regarding submittals to the Board of Public Works (BPW);
- Managing the development of contract specifications, contract modifications and contract renewals, request for proposals, invitations for bids, addenda, sole source justifications, bid withdrawals, etc.;
- Directing the preparation of detailed reports relating to required participation in minority/disadvantaged business enterprise programs or other specialized procurement activities; and
- Recommending revisions to policies as they relate to procurement of IT contracts.
The incumbent will report directly to the Deputy Director of Procurement. The current vacancy is in Baltimore, Maryland. Hybrid telework schedules may be available for this position.

Qualifications

PREFERRED QUALIFICATIONS:
Education: A Bachelor's degree from an accredited college or university. Experience: Four years of professional public sector procurement, or private sector contracting experience, which includes activities such as soliciting, evaluating, negotiating and awarding contracts, advertising procurement opportunities, distributing specifications to vendors, coordinating bidder evaluation committees, conducting vendor debriefings, monitoring contract performance, eProcurement management, professional certification or procurement business operations. Supervisory Experience: Two years of lead worker experience while performing within the preferred experience indicated above. The ideal candidate will possess:
- Previous experience with procurement of IT and/or commodities contracts within a government agency;
- Professional procurement certification such as a Certified Public Purchasing Officer (CCPB), Certified Public Purchasing Buyer (CPPO), CMPO (Certified Maryland Procurement Officer) and/or CPP (Certified Procurement Professional).

NOTES:
1. Candidates may substitute one year of experience in ensuring appropriate and consistent enterprise-wide interpretation of and compliance with enterprise level procurement laws, regulations, policies and procedures for the required education.
2. Candidates may substitute certification as a Certified Purchasing Manager from the Institute for Supply Management/National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Procurement Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Procurement Officials) for the required education.
3. Candidates may substitute professional contract management experience or professional procurement experience, on a year-for-year basis, for the required education.
4. Candidates may substitute a Doctor of Jurisprudence (JD) degree or a Master's degree in Business Administration for two years of the required experience.
5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience and education.
