The State Highway Administration's (SHA) District 3 (Montgomery and Prince George's County) is currently recruiting for a Maintenance Contract Inspector (Transportation Engineer Technician IV position. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.

Nature of Work: The primary responsibility of this position is to administer the daily operations of various types of maintenance contracts such as drainage inlet cleaning, litter removal, structures repair, traffic barrier repair, roadway sweeping, inlet repair, lighting maintenance, maintenance of traffic, and the application of pavement markings throughout Prince George's and Montgomery Counties. These operations will be accomplished by performing on-site inspections to ensure compliance with contract specifications, and SHA standards. This consists of identifying, compiling, prioritizing, and directing all repair and maintenance activities through the utilization of contractors. This position is required to provide the highest level of professional experience necessary to ensure that the daily repair and maintenance operations are carried out correctly, safely, in accordance with standards and specifications, and in a timely manner that has the least effect on the traveling public.

Also, this position will resolve issues between contractors and specifications. The Maintenance Contract Inspector will review and approve the contractor's monthly invoices and monitor contract expenditures on a daily basis. They will maintain all contract files, payment records, correspondence, material reports, and contract documents. This position will obtain all required lane closure permits, investigate customer concerns, and advise in responding to all citizen concerns related to assigned repair and maintenance contractors within the district. Lastly, this position will assist in snow monitoring during winter emergency operations.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from a standard high school or possession of a high school equivalency certificate.

Experience: Five (5) years of experience in technical engineering related work in the areas of design, traffic, construction, materials testing, engineering surveys, maintenance, or planning.

Selective Qualification: Two and a half (2.5) years of the required experience must have involved experience in maintenance and/or construction inspection.

This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).

Notes:

1. Applicants may substitute education in a civil engineering curriculum at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience, up to a maximum of three years.

2. Applicants who possess an associate's degree in either engineering, construction management or surveying or surveying technology from an accredited community college, college or university are considered to have met two years of the five-year experience requirement

Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in state of Maryland.

The selected candidate will be required to obtain and retain the following certifications within six (6) months of appointment:

  • Responsible Personnel Certification
  • Erosion & Sediment Control Certification
  • Work Zone Traffic Control Manager' Certification
  • Construction Math Certification
  • Introductory to Plan Reading Certification
