The State Highway Administration's (SHA) Office of Traffic and Safety (OOTS) is currently recruiting for a Procurement Officer (Administrator III) in Anne Arundel County. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.

Nature of Work: The main purpose of this position is to ensure that all aspects of procurement, fixed assets, and fleet management within the five divisions and the Director's Office of the Office of Traffic and Safety (OOTS) comply with state procurement regulations, including the Code of Maryland Regulations (COMAR) and SHA policies.

Additionally, this position provides direct supervision to an Administrator II, who is responsible for day-to-day OOTS small procurement solicitations and awards, fleet management and the preparation of commodity and service contract solicitations for OOTS operations, which are advertised and awarded through the Department of General Services (DGS).

This role also serves as a Team Lead, offering guidance and training to eleven OOTS credit card holders and nine invoice initiators. Responsibilities include performing periodic internal procurement audits and reporting findings to OOTS management.

The position is responsible for processing invoices, setting up purchase orders, requisitions, and blanket purchase orders in Enhanced Procurement Information Control System (EPICS), and handling reimbursements through the Cashiers Office System for OOTS. Additionally, this position leads all Request for Proposals (RFPs) issued by OOTS and serves as a liaison with SHA's Office of Procurement and Contract Management (OPCM), the Office of Finance (OOF), and Department of General Services (DGS) for commodity purchases and contracts.

Qualifications

Minimum Qualifications:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six (6) years of experience in administrative staff or professional work.

Selective Qualification: Three (3) years of the required experience must have involved contract or procurement management, ensuring compliance with governmental procurement laws, regulations, and conditions.

*A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
