The State Highway Administration's (SHA) District 7 (Carroll, Frederick, and Howard County) is currently recruiting for a Project Engineer (Transportation Engineering Technician V) position. This position is open to anyone who meets the minimum and selective qualifications listed below. All eligible candidates must meet the minimum and selective qualifications by the closing date. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. Nature of Work: The primary purpose of this position is to serve as a Project Engineer on large, road or bridge construction projects, or a medium sized bridge or roadway project with multiple complexities. Theis position will be the primary source of technical knowledge for project staff, providing guidance, technical assistance, direction, and solutions to construction and/or engineering related issues. This position will also include the following duties: manage, direct and supervise a staff of subordinate inspectors; direct and monitor the complete and accurate documentation of the construction process, ensuring that all files are current and all progress estimates are accurate; review the contract drawings and documents on a daily basis for completeness and accuracy, identifying, resolving or referring any and all discrepancies; ensure that all applicable safety regulations are adhered to by all SHA and contractor personnel and visitors to the project; administer required conferences and meetings such as pre-paving, pre-concrete placement, erosion and sediment control, pre-structural steel setting, partnering and monthly job progress; and meet with property owners and business owners to discuss work progress and resolve problems that may arise during construction.

Qualifications

MINIMUM QUALIFICATIONS:
Education: Graduation from a standard high school or possession of a high school equivalency certificate.
Experience: Eight (8) years of experience in technical engineering related work in the areas of design, traffic, construction, materials testing, engineering surveys, maintenance, or planning.
Selective Qualification: Four (4) years of the required experience must include highway construction project management.
*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).
Notes:
1. Applicants may substitute education in a civil engineering curriculum at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience, up to a maximum of three years.
2. Applicants who possess an associate degree in either engineering, construction management or surveying or surveying technology from an accredited community college, college or university are considered to have met two years of the eight-year experience requirement.

Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in state of Maryland with less than four (4) points.
Candidates will be required to pass the following quality assurance/quality control certifications within the probationary period: Concrete; Hot Mix Asphalt; and Soils/Aggregate.

- Must be available and willing to accept assignments in District 7 : Carroll, Frederick, and Howard Counties as needed
- Must be available and willing to work shift work, nights, overtime, or weekends as necessary
