Budget Analyst BB&E is a full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors. Position Summary BB&E is seeking a dynamic and detail-oriented Budget Analyst to join our team, providing a full range of Financial Management Advisory and Assistance Services (A&AS) and deliverables in support of the Air Force Installation and Mission Support Center Resource Management Directorate (AFIMSC/RM) at Tyndall AFB, FL. A&AS services include budget execution, financial management, and decision support. This is a full-time on-site position with the possibility of becoming a hybrid position (combination of on-site/telework) at the Government's discretion. Job Duties & Responsibilities
- Provide administrative support for Air Force Civil Engineer Center (AFCEC) budget and execution activities
- Use various automated data processing (ADP) systems used by AFIMSC and AFCEC
- Monitor issuance, execution, and tracking of AFCEC programs funds, including Facilities, Sustainment, Restoration and Modernization (FSRM); Research, Development, Testing, and Evaluation (RDTE); Procurement; Military Construction (MILCON); and non-Air Force customer support
- Track financial data and provide updates as required including reimbursable external customer funding
- Draft financial documents and track them through expenditure of funds; documents include purchase requests (PRs), military interdepartmental purchase requests (MIPRs), contracts, miscellaneous obligation document records (MORDs), journal vouchers (JV), and other related financial documents
- Review information in the integrated internal AFIMSC databases and provide reports/slides to support AFIMSC/RM staff in verifying/updating execution plan data, spend plan data, unfunded requirements (UFR) analysis, 80/20 obligation mandates, and end-of-year reporting requirements
- Consolidate financial data and UFRs, provided by AFCEC program directorates, and support AFIMSC/RM personnel by developing financial reports to assist management in overseeing AFCEC's financial portfolio
- Track financial data, provided by AFIMSC civilian personnel, and support management in the preparation of reports/slides utilized for recurring AFIMSC and AFCEC meetings and quarterly group, board, and council meetings
- Support internal tracking of multiple legal limitations associated with various funding appropriations (travel, contract, budget activities, sub activity groups, appropriations, etc.)
- Support accounting reporting and functions and data calls such as the Dormant Account Review Quarterly (DAR-Q), monthly MORDs, dormant obligations/unliquidated obligations (ULO), and open commitments, and Control Summary Record (CSR) Management
- Coordinate routine and periodic AFIMSC/RM reporting requirements such as weekly activity reports (WARs), key process indicators (KPIs), and other metrics
- Support integration of budget execution efforts as the AFIMSC/RM and AFIMSC evolve
- Travel to continental United States (CONUS) locations approximately 4 times annually in support of the AFIMSC/RM programs
Key Qualifications
- U.S. Citizenship and the ability to obtain/maintain a NACI/CAC is required

- Expertise with interagency/external relationships (Air Force, MAJCOM, SAF, HAF, Installations, and the Defense Finance and Accounting System [DFAS]) is highly desired
- Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences
- Software: Proficiency using MS Office including Excel, Word, and PowerPoint
- Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously
Experience & Education
- Experience: A minimum of 3-10 years of experience in DOD financial management that directly relates to the duties and responsibilities listed above is required
- Education: A minimum of a Bachelor's degree in Finance, Accounting or Business Management from an accredited college or university is required
Physical Requirements
- Ability to stand/walk/climb/kneel/crouch and remain in a stationary position/sit at least 60% of the time
- Ability to operate office equipment, including computer, copy machine, phone, etc.
- Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms
- Capable of lifting up to 10 lbs.
