Description

Idaho National Laboratory (INL) isseeking a dynamic and visionary leader to serve as the Director of Learning Services reporting to our Chief Human Resources Officer (CHRO). This position requires someone who can provide inspirational leadership, strategic direction, and effective management to the INL Learning Services Department. You will be responsible for defining and maintaining training standards, managing a comprehensive laboratory-wide training program, and overseeing the laboratory's learning management system. Our team works a 9x80 hybrid schedule located out of our Idaho falls facility with every other Friday off.

As the Director of Learning Services, you will lead the Learning Services management team and collaborate with other departments and entities to integrate training, development, and education initiatives. You will also lead efforts to optimize training / learning efforts across the laboratory in order to enhance employee performance and advance the mission of Idaho National Laboratory (INL).

Our ideal candidate will have experience in a medium to large size corporation managing a multidisciplinary team with over 50 indirect reports.

Responsibilities Include:




  • Defines, assesses, and maintains comprehensive training standards and policies across INL.



  • Creates, delivers, and manages required multi-directorate classroom and web-based training. This includes the administration of learning systems and support for directorate-specific training, encompassing over 650 courses for over 6,200 personnel



  • Oversees the management of the laboratory's learning management system (TRAIN) to schedule, track, trend and record training activities.



  • Customer Relationship Management:Lead efforts to identify and resolve emerging training or performance challenges, ensuring alignment with INL's mission, vision, and values.



  • Work Culture:Foster a positive, collaborative work environment within a dispersed department with varying scopes and functions.



  • Staff Development:Oversee staff development, mentoring, and coaching. Focus on cultivating future leaders and creating succession plans. Establish individual performance goals that align with strategic objectives.



  • Initiatives and Transformation:Continue ongoing initiatives with a vision to transform Learning Services. Shift from overly conservative, SME-driven training compliance posture to one focused on transformation and derived requirements reduction, while ensuring necessary compliance.



  • Strategic Engagement:Engage strategically within INL, other DOE laboratories, Battelle Memorial Institute (BMI), and industry partners regarding training. Communicate and collaborate with the DOE National Training Center (NTC) to leverage their resources for INL's benefit and to ensure alignment with complex-wide training reciprocity goals.



  • Vendor Management:Manage training vendors and suppliers, to include the College of Eastern Idaho (CEI) contract and staff, to ensure safe and effective training support.



  • Point of Contact:Serve as the primary point of contact for training issues or questions within INL.



  • Autonomous Leadership:Work independently, observing functional policies and goals. Fully accountable for managing assigned projects, with actions often being self-initiated.



Qualifications

Minimum Requirements:



  • Bachelor's degree and 10+ years relevant technical/operational training or program management experience required, or Advanced Degree & 5+ years related experience.
  • An interdisciplinary but specialized background in instructional design, adult education, or engineering is appropriate for this position, with industrial safety, project management, public administration, business administration, nuclear science, or education providing added value.
  • Successful candidate will have an excellent understanding of the Systematic Approach to Training (SAT) process, instructional design and technology, human performance improvement principles and tools, and adult learning best practices.
  • Successful experience in managing technical/operational training programs for a 6,000+ people organization.
  • This position requires the ability to obtain and maintain a Department of Energy "Q" clearance, which requires US Citizenship.


Job Information:



  • The target pay range for this position is $152,550 - $223,271 annually. The full pay range is $124,848 - $324,600. At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
  • TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
