Position Location:

This position is located in Los Alamos, New Mexico.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

Position Summary

Consultant to the Nuclear Safety Manager and mentor to junior nuclear safety analysts. Performs nuclear and non-nuclear risk and hazard analyses to ensure safe operations. Duties may include, but are not necessarily limited to; hazard identification, hazard analysis, facility hazard categorization, accident analysis, selection of controls, and development of associated safety basis documents including un-reviewed safety question determinations, documented safety analysis, technical safety requirements, and safety assessment documents.

Essential Duties/Responsibilities for the selected candidate (may include, but are not limited to):

  • Relies on experience and judgment to plan and accomplish goals.
  • Reports to the Nuclear Safety Manager for day to day assignments.
  • Proficient in MS Office to include MS Word, Excel, and PowerPoint.
  • With minimal supervision, performs hazard analyses of nuclear operations, defines functional specifications, and recommends credited controls to mitigate unacceptable hazards.
  • Identifies and describes the interrelationship of safety basis requirements to existing and new designs and operations.
  • Develops and maintains safety basis documents and safety basis program procedures.
  • Develops input parameters for engineering calculations and interprets results from supporting analytical computer codes.
  • Performs safety basis activities for complex issues and develop creative solutions.
  • Individual will lead and perform division level Safety Basis program and operational activities. Provides procedural direction for development and implementation of safety basis policy and procedures in support of the safety basis program.
  • Extensive experience with performing risk and hazard analyses
  • Develops and implements elements of 10CFR830 Subpart-A Nuclear Quality
  • Advanced knowledge of multiple safety analysis code applications and capable of independently applying and interpreting the models and their results
  • Provides quality assurance, regulatory compliance and requirements implementation support for Safety Basis Division
  • Develops, designs and implements institutional Safety Basis policies and procedures related to quality, data gathering, analysis, cause and corrective action determination and verification, and process improvement activities
  • Experience performing Unreviewed Safety Question Determination
  • Provides direction for internal self-assessment and external management assessment for Safety Basis quality improvement of processes
  • Interprets, analyzes and resolves conflicting Safety Basis technical/quality issues
  • Supports and implements software quality requirements for applicable Safety Basis codes per DOE and laboratory standards
  • Develops audits, assessment scheduling processes that support Safety Basis Division and programmatic requirements

Minimum Qualifications (Knowledge, Skills, Abilities):

  • Develop and apply highly advanced principles, concepts and techniques in general engineering
  • Skill and ability to perform critical strategic tasks and to interpret broad strategic requirements and develop and execute plans to satisfy them
  • Ability to have major impact on organizational success and productivity, with extensive latitude for independent judgment
  • Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job
  • Proven ability to perform complex professional tasks independently and to analyze and develop innovative solutions to problems.
  • Ability to work with broad objectives and independently organize own work to meet established objectives, using discretion in performing assigned duties.
  • Strong interpersonal, verbal and written communication skills
  • Advanced knowledge of and ability to perform hazard and accident analyses.
  • Comprehensive knowledge of and experience with safety basis, under DOE regulations.
  • Advanced knowledge of and proven experience with nuclear radiological and toxicological risk assessment methodologies and consequence analyses.
  • Advanced knowledge and proficiency in DOE, State, Federal, and industry standards, directives and regulations related to Safety Basis.

Education and Experience Required:

Bachelors' degree in appropriate technical discipline (i.e., engineering or science) with at least 15 years of experience. However, a combination of education and relevant experience wherein the knowledge, skills and abilities to perform the position's duties and responsibilities have been adequately demonstrated is acceptable. Additionally, must have 2 years job related experience and 1 year of nuclear experience per DOE O 426.2.

Previous DOE safety analysis experience is desired.

Working Conditions and Physical Requirements:

Normally assigned to perform work in an office environment. Only electrical hazards and other minor potential hazards normally found in an office environment are anticipated. Job performance requires adequate visual acuity and manual dexterity for meeting the requirements of the discipline. Office work environment.

Safety, Security, and Quality

While working to achieve N3B LLCC objectives, the Safety Basis Analyst will ensure all activities and operations are performed in a safe and deliberate manner to include protecting the confidentiality and integrity of Personally Identifiable Information (PII). This role will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. Ability to obtain an L level Department of Energy security clearance.
