Job Description

Oversee Test and Activation Program, Ship Certification Plan, and Trials Operations. To provide technical resource, asset management and training across all divisions. To influence milestone achievement objectives, coordinate, and schedule milestone / trial / certification readiness and execution of meetings, including in/out briefs to balance and optimize quality, cost, and schedule.

Responsibilities include:

    Oversight of BIW trials preparation including coordination of crew, engineering, contractor, and Navy manifest requirements and validations. Verify ship support services and outfitting of Damage Control, Life Saving, Berthing and Stores.
  • Ensure contract, policies, procedures, and records are followed and maintained.
  • Provides and implements solution to resource plan requirements for Sea Trials.
  • Identify and resolve skill inadequacies through liaison with trade superintendents.
  • Support technical development and Training of Engineers, Test and Trial Supervisors and mechanics.
  • Be visible on the deck plates and in all areas of the shipyard to provide support, and communication, leadership and training.
  • Provide leadership and single point authority in ensuring timely deployment of best practices by scheduling lessons learned for trial and certification events and processes to produce quality and improve efficiency.
  • Provide management of any other craft organized resources, such as Administration, Training, and Planning.
  • Analyze and develop INSURV demonstrations for all trades and validation of operational requirements using INSURV Inspection Checklists and coordinate with SSBA engineering, Quality Assurance, AEGIS Test Team leadership and INSURV to ensure successful trials.
  • Analyze and develop safety policies and procedures to ensure goals are achieved, including housekeeping and cleanliness.
  • Management of BIW Portland Operations for ship berthing and servicing activities in preparation for and during Ship Trials to include; security transportation, stores loadouts, passenger embarkation/disembarkation, and vendor coordination of support services.


Required/Preferred Education/Training

  • Bachelor Degree in Business or Technical Field or equivalent experience in Marine Manufacturing, Merchant Marine operations, or U.S. Navy operations.


Required/Preferred Experience

  • Program Manager (Salary Band F) - Minimum of 7 years' extensive working knowledge in Test, Trials and Systems Activation, knowledge of ships operation, ships husbandry and operational readiness for Testing at Sea.
  • Sr. Program Manager (Salary Band G) - Minimum of 12 years' extensive working knowledge in Test, Trials and Systems Activation, knowledge of ships operation, ships husbandry and operational readiness for Testing at Sea.
  • Must demonstrate proficiency in organizational management.
  • Excellent administrative skills: effective interpersonal skills, demonstrated skills in the areas of verbal and written communication, problem solving/decision making, and conflict resolution.
  • This position requires you to be able to obtain a government security clearance. You must be a US Citizen for consideration and you must be able to obtain an interim security clearance within the first 45 days of hire.
