Primary Purpose
The Operations Maintenance Coordination Lead reports to the Production Manager and is a focal point for all work activities involving work permit coordination of the Port Arthur LNG facility. The Permit to Work (PTW) coordinators will report to this role. This is a safety sensitive position intended to provide employees a career path in developing a higher level of experience with internal company safety procedures and controls. This vital role is responsible for implementing the Permit to Work system to support operational safety and compliance policies, procedures, and forms. The Maintenance Coordinator will provide guidance to operations, maintenance & contractor personnel on completion of appropriate permits to perform work. The incumbent will possess skills in completing Job Hazard Analysis, understand HAZOP's, Lock-Out-Tag-Out and all safety related policies and procedures.
The Maintenance Coordination Lead position requires participation in Simultaneous operations (SIMOP) reviews and work activities task-based risk assessments. Works alongside the Operations Specialists and Operations group in ensuring proper transfer of ownership of equipment between Operations and Maintenance. The incumbent is expected to provide operational guidance to Field Operators ensuring that field activities performed, results in the safe and effective operation of the LNG facility during normal operations and peak periods such as Plant Turnarounds/Outage/Maintenance. The position requires an elevated level of interaction and monitoring, with frequent updates including jobs status via an electronic permitting system. Dedication, sensitivity to process safety issues and compliance with policies and procedures is essential for the safe, reliable, and efficient operation of the plant.
Duties and Responsibilities
- *Be the site focal point for day-to-day management of the Permit to Work process.*Facilitate / participate in daily PTW planning and maintenance meetings, including SIMOPS management.*Initiate process for having permits developed and authorized for work; Support shift needs for executing permits and provide guidance on proper use including responsibilities and roles and requirements for field issuing and permit closure.*Provide Pert to Work data that can be used for tracking and trending progress inclusive of auditing requirements.
- *Provide permit packages in a timely manner, including involvement in leading / developing job task risk assessments.*Ensure that adequate handovers take place at shift change, crew change or at periodic change out of PTW Roles or Authorities and that such handovers reference ongoing permitted activity and required preparation activities.*Coordination of planned unit startups and shutdowns in a safe and timely manner.
- *Maximize plant availability by assisting with the coordination of Production Personnel.*Develop permit strategies for Equipment/Unit/Plant shutdowns.*Maintain shift report and advises the incoming shift of any abnormal situations or maintenance activities that requires action to be taken.
- *Be sufficiently conversant with CMMS to be able to use the systems to execute work and ensure history data is entered and maintained.*Perform field observations, JSA reviews, toolbox meetings, field self-verifications, and competency field assessments.
- *Ensure adherence to Control of Work Procedures.*Conduct HSE and permit to work compliance audits.
- *Participate in Incident Command & Emergency Management drills & actuals. *Ensure that Operational activities adhere to all safety and environmental regulations in accordance with safety procedures and statutory requirements.*Become shift subject matter expert on Electronic PTW system; able to exhibit competence in utilizing software system.
- *Achieve the highest levels of environmental and safety compliance.*Perform all duties applying safety protocols and adhering to regulatory mandates.*Provide routine maintenance and security tasks when operations schedules permit. *Perform all work in compliance with all company Environmental and Safety policies, understanding operating and permit limits to ensure regulatory compliance while maintaining maximum reliability and efficiency. Reports safety and environmental concerns, problems, and incidents to appropriate shift team members.
- *Participate in Control of Work or Process Safety Management related activities such as management of change, process hazard analysis, and compliance audits.* Assist with the pre-commissioning, commissioning, startup, and initial operation of the Port Arthur LNG Facility. This will include being a vital member of the integrated commissioning / start-up team(s) with the EPC contractor.*Keep skills and knowledge current and completes required refresher training to maintain and elevate the level of process understanding
- *Work with a culturally diverse group of technical individuals whose skills cover the range required to operate and maintain the operations of the Port Arthur Liquefaction facility. *Relate to and to establish a mutually respectful relationship with management, peers and the various facility level workers who are all responsible for ensuring operational excellence.
- *Organized, planning skills, able to manage multiple activities and programs in timely fashion and with a high degree of accuracy, able to meet work deadlines. *Exceptional problem solving and analytical skills.

Qualifications
Education
- Associate's Degree Associate degree in Process Technology or other related field or an equivalent combination of education, training, and/or experience Preferred
Experience
- 8+ 8+ years of Petrochemical, Refining, or Oil & Gas / LNG Operations Experience Required
- 4+ Minimum (4) four years Supervisory experience in either Operations or Maintenance Required
- 4+ Minimum (4) four years managing Control of Work via a PTW process in a related industry (Petro-Chemical/Refinery/Cryogenic) preferably using an electronic PTW system. Required
Skills and Abilities
- Must have the skills necessary to coordinate multiple activities and understand the impact they have with other areas of the operation. Complete understanding of regulatory agency and critical safeguards in the LNG industry for the health and safety of the personnel, care and control of equipment and protection of the environment.
- Strong leadership abilities to build positive team environment, manage and influence team performance including mentoring.
- Knowledge of operating site safety, environmental, and emergency response programs.
- Ability to apply strong written and oral communication skills while presenting and participating in fruitful discussions with internal stakeholders.
- Knowledge and proficiency in the use of Microsoft Office Suite, i.e. Word, Excel, PPT, Visio to convey information with clarity through presentations and reports.
- Understanding of maintenance work process and permitting systems.
- Demonstrates managing and mitigating skills, related to operational risks.
- Strong working knowledge and understanding of how to read and interpret P&IDs.
- Ability to manage multiple and complex issues and work independently.
- Strong working knowledge of permit to work and safe isolation practices.
Licenses and Certifications
- TWIC (Transportation Worker Identification Credential) Required
