Executive Service Emergency Management Administrator 2 Department of Military Tennessee Emergency Management Agency (TEMA) Division Nashville, TN Closing Date: 02/24/2025Who we are and what we do: The Tennessee Emergency Management Agency is currently accepting resumes for the position of Emergency Management Administrator 2 ' Facilities Manager located in Nashville. This position is for a highly skilled manager to administer and oversee the facilities of the agency. Is responsible for directing building and grounds maintenance for the agency at all facilities located throughout the state and maintenance and repair of equipment and machinery. Evaluates current facilities and works with the various agency divisions to develop short- and long- term plans for facility needs and upgrades. Ensures completion and regular updates to the Facilities Section Operations Plan. The employee supervises a staff of maintenance and support personnel and is responsible for the writing of specifications and reports, the ordering of supplies, and budget preparation within the facilities section of the agency. Writes detailed reporting summarizing grant spending, project plans, and other related activities for the Mission Support Branch Administrator. Composes correspondence dealing with subject matter in ways that call for considerable discretion and involve some judgment or negotiation, replying to inquiries, presenting, or requesting information. Manages the cooperative partnership with the Tennessee Department of Correction's Trustee program for the agency and ensures the program maintains staffing levels to meet the needs of the agency while providing leadership and mentoring for the participants in the program. Serves as a liaison between TEMA and Department of Military facilities personnel. Delivers training to new TEMA employees during orientation and to existing TEMA employees on an annual basis regarding the TDOC Trustee program. Serves as subject matter expert and analyzes existing facilities-based policies and procedures, and develops methods for improvement. Completes internal training requirements, and emergency management grant training and exercise requirements. Manages all aspects of the support functions to the State Emergency Operations Center during activations including, but not limited to, food service and maintaining sanitary working conditions. Ensures compliance with the Emergency Management Performance Grant (EMPG) program and State of Tennessee procurement rules. Completes preparedness related projects as assigned by the Executive Leadership team. Assigned to the State Emergency Operations Center (SEOC) Logistics Section during activation or exercises, or other SEOC positions as required. How you make a difference in this role: Ensures compliance with building plans, specifications, codes, and regulations. Reads and interprets sketches, diagrams, and blueprints. Advises administrative officials on controlled maintenance and capital outlay projects. Coordinates and inspects contracted work. Inspects building equipment and systems to determine maintenance and repair needs. Participates in Requests for Information, Requests for Proposals, Invitation to Bid, and contract preparation. Functions as a liaison with the Department of Militarys Facilities staff, outside vendors and contractors. Key Responsibilities:
Required Experience: Graduation from an accredited four-year college or university with a bachelor's degree and experience equivalent to two years of full-time employment in either (1) the professional administration of fire/life safety policies for a facility or the administrative management of employees involved in the maintenance of a facility or data center complex, or (2) the supervision or facilities maintenance crews. Or Experience for Education: Any experience in (1) the management of employees who are involved in the administration of policies and procedures needed to establish an organizational program or the administration of service contracts for a business or public sector operation, or (2) the professional administration of fire/life safety policies for a facility or the administrative management of employees involved in the maintenance of a facility or data center complex; or (3) the supervision of facilities maintenance crews may substitute for the required education, on a year-for-year basis, to a maximum substitution of four years (each year of experience is equivalent to 45 quarter hours of undergraduate coursework).
