- Salary range - $80,000 to $85,000
- Clearance - Must has a DOD Secret clearance
- Location: Tyndall AFB, FL
Formulates and applies mathematical modeling and other optimizing methods to develop and interpret information associated with AF Chemical, Biological, Radiological and Nuclear Defense (CBRND) and Emergency Management (EM). Collects, evaluates, and analyzes data (e.g. complex requirements, research, development and acquisition issues), develops recommendations, and develops decision support software, services, or products. Potential Tasks:
- Design and execute analytical studies through the collection and analysis of AF Civil Engineering and Joint Program Office (JPO) technical data.
- Assist AFCEC in identifying authoritative sources of technical data and information, which includes the following: AF and Joint policy; guidance; doctrine; tactics, techniques, and procedures (TTP); technical orders; training curricula; and contingency plans.
- Assist AFCEC/CXA/CXR in the collection and documentation of specific data and information from authoritative sources to support planned studies as well as studies in process and document current and future operational capability baselines.
- Assist AFCEC/CXA/CXR in the analysis of impacts and implications of proposed capability development to AF EM operations in the near-term (+5yr), mid-term (+10yr), and far-term (+15yr).
- Analyze and evaluate complex requirements, research, development and acquisition issues and develop recommendations.
- Assist in drafting documents for use in meetings.
- Draft, edit and revise documents.
- Provide advice and assistance to accomplish AF requirements and acquisition strategic planning.
- Provide requirements development support to include: performing analysis to provide selection criteria for possible solutions; performing analysis necessary to validate and quantify materiel solutions through gap analysis; performing Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities and Policy (DOTMLPF-P) analysis; performing analysis of alternatives; performing functional needs analysis; and performing functional solution analysis.
- Collect, process, and compile operational needs and requirements for in- garrison, expeditionary, and contingency installations and airbases.
- Lead, coordinate and participate in teams for drafting of documents such as Capability Development Documents (CDD) and Functional Requirement Documents (FRD).
- Report results of studies such as tabletop exercises, respond to queries within two business days, and assist in preparation of justifications and background papers.
- Provide analytical advice and recommendations that are technically, accurately, and logically supported.
- Identify trends and impacts to programs and advocating for improvement opportunities.
- Provide task management, task priority identification, suspense management services, and continuous process improvement; generating ideas, developing and utilizing decision making tools, developing and utilizing problem analysis tools, and developing and utilizing data analysis tools.
- Support program management reviews and assessment activities.
- Additional duties and obligations outlined in the EM Support PWS, and assignments delegated by the DAWSON Contract Task Lead or DAWSON Supervisor.
Experience and Qualifications:
- Active secret security clearance
- 3-10 years' experience in CBRND, EM or related field.
- Thorough knowledge of Air Force emergency management principles, practices, and regulations.
- Strong communication skills, with the ability to work effectively with diverse teams and
- stakeholders.
- Strong organizational skills with the ability to coordinate and facilitate multi-agency responses with the proven ability to collaborate effectively across diverse teams.
- Proficient experience working within ARIS database.
- Experience in hazardous material response.
- Proficiency in producing technical reports, requirement documents, background papers, white papers, and similar Government documents.
- Knowledgeable with Air Force and DoD policies and procedures to develop inputs and products for the Joint Capabilities Integration Development System (JCIDS).
- Experience with Joint Operational Engineer publications, Joint Capability Areas and mapping National Military Strategy down to AF Mission Essential Tasks.
Training and Education:
- Bachelor's Degree in Emergency Management or Disaster Preparedness (or equivalent)
- Certified HAZMAT Awareness, Operations, and Technician
- Certification in one of the three levels of the Air Force Certified Emergency Manager Program preferred.
- USAF Incident Management Course / Nuclear and Radiological Incident Management Course preferred.
