Essential Job Duties |
The Human Resources Specialist serves as the primary HR contact for the Small Business and Technology Development Center (
SBTDC) at NC State University, supporting HR functions across 11 Regional Service Centers and 16 offices across the
UNC System. Reporting to the
SBTDC Director of Finance and Administration, this role collaborates with District Directors, university HR departments, and the
EAPED Business Officer to ensure smooth HR operations.
In this role you will be responsible for handling highly confidential and critical details; maintaining a high level of professionalism, confidentiality, follow-through, and attention to detail; and independently managing multiple tasks and HR functions with competing deadlines and priorities.
Key Responsibilities include but are not limited to:
- Manage recruitment, hiring, position management, payroll, and leave administration for various employee classifications (EPS, SHRA, temporary, student, and no-pay appointments).
- Ensure compliance with federal, state, and university HR policies across the SBTDC network.
- Serve as the primary HR liaison between SBTDC and university HR departments.
- Oversee payroll budgets, salary distributions, and time and effort reporting, ensuring proper utilization of funds.
- Administer WolfTime leave management and oversee SHRA and EPS performance evaluations.
- Develop and maintain HR policies, procedures, and employee data records.
- Conduct recruitment efforts, assist in hiring processes, and support onboarding and offboarding logistics.
- Analyze salary ranges, compare compensation to national SBDC benchmarks, and ensure consistency across regional centers.
- Participate in statewide HR initiatives to improve efficiency and effectiveness.

Qualifications
Minimum Education and Experience |
Bachelor's degree; or an equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. |
