Duties & Responsibilities:



  • The Security Specialist II / Case Initiation Team shall provide support and maintenance to established PERSEC programs.
  • The Security Specialist II / Case Initiation Team shall support the execution of the day-to-day NGA PERSEC & Case Initiation Team program.
  • The Security Specialist II / Case Initiation Team shall prepare, support, and administer PERSEC program briefings, as needed.
  • Prepare, write, and present reports/whitepapers, various forms of correspondence, as required.
  • Brief SISPI leadership and other NGA KC's regarding the program requirements and regulations.
  • The Security Specialist II / Case Initiation Team shall appropriately and accurately maintain and update databases and files (i.e., PeopleSoft security system of records, SISPI SharePoint Page, internal SISP file folders, etc.) with data entry in a timely manner/real time.
  • The Security Specialist II / Case Initiation Team shall respond in a timely manner to all telephone and/or email actions, questions, or status inquiries to include checks of internal and external personnel security databases.
  • Assist in maintaining distribution lists for customers to contact PERSEC, as needed/required.
  • The Security Specialist II / Case Initiation Team shall bring case security issues to the attention of the government Team Leads
  • Assist the government PERSEC team to help in developing recommendations for improvement.
  • Provide service excellence in guidance and resolution to internal and external customers' questions and inquiries in a timely manner for support to their programs.
  • The Security Specialist II / Case Initiation Team utilizes a variety of security concepts, principles and practices to analyze and recommend solutions for difficult and complex security issues.
  • Document and provide Weekly Activity Report (WAR) actions in the SISP designated template and timeline to the Government Team Lead.
  • The Security Specialist II / Case Initiation Team shall collect, investigate; research, document, and forward to adjudications, all reportable information from employees and contractors within the mandated timelines (e.g., IRTPA, DNI, etc.).
  • Prepare accurate and quality reports of investigation.
  • Process applicants within 14 calendar days to meet IRTPA/DNI mandates.
  • The Security Specialist II / Case Initiation Team shall process employee periodic re-investigation initiations within 15 calendar days to meet IRTPA mandates.
  • The Security Specialist II / Case Initiation Team shall identify any outstanding actions on a weekly basis to the government Team Lead to may impact IRTPA mandate timelines.
  • Process CIA Detailed cases within seven business days of assignment.
  • The Security Specialist II / Case Initiation Team shall process Phased Eligibility cases within seven calendar days of completion of polygraph (e.g., FLEX processing), as assigned.
  • The Security Specialist II / Case Initiation Team shall prioritize high priority initiatives/cases as coordinated/assigned by the Government Team Lead.
  • Other duties as assigned.


Knowledge, Skills, and Abilities (KSAs):

Required:



  • Familiarity with reviewing Standard Form-85/86 and understand scoping requirements
  • Understand and be able to analyze the security repositories (e.g., JPAS/DISS, Scattered Castles, DCSA's NP2 Portal, eQIP, PIPS/CVS).


Desired:



  • Knowledge of SEADS 4, and 6 and a deep understanding of SEADS 3 and 7 and understand how to apply the regulation appropriately to each case.
  • Understand the Continuous Evaluation (CE) implementation under ODNI for IC Agencies.
  • Understand the application of reciprocity to applicant cases enrolled in DOD CE with a deferred investigation.


Minimum/General Experience & Education:



  • Bachelor's Degree or equivalent experience in a related field to personnel security
  • General knowledge of/experience in personnel security (3-6 years) in the DOD/IC
  • A minimum of 1 year of previous Background Investigator, Personnel Security Specialist, or TS/SCI adjudicative experience.
