Overview

Responsibilities
Product Vision and Strategy
- Define and communicate the product vision, goals, and roadmap for the Electronic Branch Exchange (EBX) system in alignment with the VA's mission and objectives.
- Act as the primary advocate for Veterans, ensuring solutions are Veteran-centric and address their needs effectively.
- Backlog Management
- Create, prioritize, and manage the product backlog, ensuring clarity and alignment with business priorities and stakeholder expectations.
- Assist with writing detailed user stories and acceptance criteria that are actionable for the product team.
- Stakeholder Collaboration
- Work closely with VA business units, product teams, and external partners to gather and refine requirements.
- Facilitate ongoing communication between stakeholders and the product team to align deliverables with expectations.
- Agile Development Leadership
- Serve as the primary decision-maker during sprint planning, reviews, and retrospectives.
- Provide clarity and guidance to the product team on priorities and expectations.
- Ensure the delivery of high-quality, incrementally developed features and stories within specified timelines.
- Data Security and Compliance
- Ensure that all solutions adhere to federal security, privacy, and accessibility standards.
- Collaborate with compliance and legal teams to align with VA regulations and policies.
- Performance Monitoring and Feedback
- Define and track key performance indicators (KPIs) to evaluate the success of the product capabilities delivered.
- Gather and analyze feedback from end-users and stakeholders to drive continuous improvement.
- Change Management
- Actively participate in organizational change initiatives to ensure smooth adoption of enhancements and new features.
- Provide training materials, demonstrations, and support to end-users as needed.
Qualifications
- 5+ years of experience as a Product Owner, Product Manager, or in a related role, preferably in a government or enterprise IT environment.
- Proven track record of managing product development for electronic business exchange systems or similar platforms.
- Strong understanding of Agile methodologies (e.g., Scrum, SAFe) and experience working in Agile teams.
- Knowledge of electronic data interchange (EDI), APIs, and secure data exchange protocols.
- Familiarity with federal IT policies, standards, and compliance frameworks, including FISMA, NIST, and Section 508.
- Exceptional communication, collaboration, and stakeholder management skills.
- Ability to translate complex technical requirements into actionable user stories and priorities.
- Strong problem-solving skills and ability to make data-driven decisions.
- This role requires high-level of professionalism; and oral and written communications skills since there is a high level of interaction with the customer.
Preferred:
- Experience in the Department of Veterans Affairs or other federal government agencies.
- SAFe Product Owner/Product Manager (POPM), Certified Scrum Product Owner (CSPO) or equivalent certification.
- Familiarity with Behavior-Driven Development (BDD) and Human-Centered Design (HCD) principles.
- Experience with tools such as Jira, Confluence, or similar product management platforms.
- Knowledge of the VA's mission, veteran needs, and federal electronic business processes.
Education:
- Bachelor's degree in Computer Science, Information Systems, Business Administration, or a related field.
Clearance:
- The ability to pass a Tier 2/Modest Background Investigation

Pay Range:
- The suggested pay for this position ranges from $69,250 to $87,570
- The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location
