Description

Salary range is $90k to $180k, with a midpoint of $135k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

Under general direction, manages, administers, and leads maintenance, repair, and rehabilitation of properties across entire Sound Transit footprint. Develops and implements effective and efficient solutions for highly complex and technical maintenance issues. Plans, prioritizes, assigns, supervises, and reviews the field work of assigned Sound Transit real property staff, real property consultants, and other real property professional service contractors for assigned Sound Transit projects; assumes responsibility for nonoperational real property assets and timely real property transactions in accordance with applicable state and federal laws as well as Agency rules and regulations. Participates in the development, implementation, and evaluation of real property division contracts,, budgets, policies, and procedures; assures compliance with policies and regulations for Agency real property transactions; serves as senior technical expert, team leader, and inter- departmental liaison for real property assigned staff; reviews staff performance and provides guidance or corrective action as indicated; leads real property field staff to assure maintenance activities are on-time and complete. Support staff in achieving Agency goals and objectives.

ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.



  • Leads, coordinates, schedules, assigns, and inspects daily activities of assigned staff, consultants, partner agencies, and contractors in accordance with Agency regulations, policies and operating procedures and practices; monitors and participates in after hours and on-call program to assure effective and reliable staff responses to planned and unforeseen incidents and repairs..
  • Ensure assigned staff are oriented and aware of agency and department procedures, safety practices, rail operations, and other governing regulations; improves maintenance processes where applicable.
  • Conducts inspections of properties, building infrastructure, implements continuous improvement of the inspection process; collects and assesses staff and contractor feedback.
  • Establishes the schedules and methods for real property activities on ST-Managed properties ; identifies and forecasts resource needs; reviews needs with appropriate management; and allocates resources accordingly.
  • Manages and participates in the development, implementation, and content update of all business unit policies, procedures, and practices ensuring consistent interpretation and application; responsible for accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.
  • Reviews and evaluates assigned real property staff performance; provides constructive feedback; recommends and implements corrective actions, discipline, and termination procedures as appropriate and/or necessary, working closely with Human Resources.
  • Develops scope of work for and manages contracts and task orders for, property maintenance and repair, and other real property needs.
  • Assumes responsibility for documentation and records maintenance for acquisition, , disposition, and asset management activities for assigned projects.
  • Assists in developing scope, budget, and schedule for real property transactions in coordination with senior staff; prepares and reports the status of projects, schedules, and budget; implements adjustments if needed; reviews consultant and outside staff contracts for budget compliance and fulfillment of Agency needs.
  • Identifies issues within assigned business line that may impact other Agency departments or outside vendors and takes initiative in resolving those issues with coordinated effort.
  • Provides support to Director, Deputy Director, and others as directed. May serve as staff on a variety of boards, commissions, and committees. Prepares and presents staff reports and other necessary correspondence; coordinates or leads special projects as assigned.
  • Attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Finance, Real Estate, Business Administration or closely related field. Five years of experience in real property positions requiring vendor oversight, process improvement, property management, and closing/escrow activities; OR an equivalent combination of education and experience; Three years of leadership, budgetary, planning and workforce management experience.

  • Methods and techniques of research, analysis, and reporting.
  • Methods and procedures of recording keeping and public document management.
  • Techniques to work effectively under pressure, meet schedules, and adjust to changing priorities.
  • Principles of business letter writing and report preparation.
  • English usage, spelling, grammar, and punctuation.
  • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
  • Supervising and leading staff; delegating tasks and authority.
  • Applying project management techniques and principles.
  • Developing, implementing, and evaluating operating budgets and schedules.
  • Motivating staff, evaluating performance, and administering disciplinary action if indicated.
  • Interpreting policies and procedures sufficient to administer, discuss, and explain them to staff and other constituencies.
  • Understanding and communicating the various aspects of real property transaction processes as practiced in government and/or eminent domain work.
  • Conducting research and analysis and providing appropriate recommendations based on findings.
  • Establishing and maintaining effective working relationships with other department staff, management, vendors, and outside agencies.
  • Using personal computer software programs including word processing, databases, and spreadsheets, adapting promptly to software updates.


Physical Demands / Work Environment:



  • Work is performed in a hybrid office and field environment.
  • Positions working in field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and/or extreme noise.
  • Position is responsible for supervision and support of boarding up ST properties as well as management of signage, padlocks, and chain inventory. May be subject to bending over, climbing, crawling, eye/hand coordination, grasping, kneeling, pushing, pulling, reaching, standing, hearing, talking seeing, walking, and carrying and lifting up to 50 pounds.
  • On-call: This position requires the monitoring of the 24 hour emergency hotline for ST Properties, and any potential response to the emergency.
