Job Summary

The Tribal Liaison is responsible for ensuring ongoing, transparent, and consistent communication, support, and engagement between CareOregon Coordinated Care Organizations (CCOs) and tribal health partners. Work is in support of services provided by CareOregon to American Indian/Alaska Native (AI/AN) Medicaid members living in the state, as well as partnering with tribal organizations and communities to promote the health of tribal people. This position serves as a direct link between CCO internal staff, CareOregon Tribal Affairs, and tribal health partners in the local areas. The Tribal Liaison is responsible for facilitating resolution of issues that may arise between stakeholders and tribes at the local level. The Tribal Liaison will serve as the CCOs single point of contact for Oregon Federally Recognized Tribes in the region, the Urban Indian Health Program and Oregon Health Authority-Tribal Affairs. The Liaison will be responsible for a range of functions to improve the physical, behavioral, and oral health of AI/AN CCO members. They will communicate with network providers, CCO members and stakeholders in the local area to coordinate this work. Areas of focus include developing and maintaining effective working relationships with tribal communities and stakeholders in support of the work tribes and tribal communities are doing to eliminate tribal health disparities; and contributing to CareOregon's cultural responsiveness at the local level.

Essential Responsibilities

Tribal Relations



  • In coordination with CareOregon Tribal Affairs, engage with tribes and tribal communities in the local areas.
  • In collaboration with CareOregon Tribal Affairs, engage in outreach and engagement activities to develop trust and strong relationships with tribes, tribal people, and tribal communities in local areas.
  • Coordinate and help facilitate two-way communication between tribal health leadership and CCO staff.
  • Coordinate, attend, lead, and/or help facilitate meetings between CCOs, tribal health leadership, and/or OHA through standing meetings or as agreed upon by all interested parties.
  • In collaboration with tribal health leadership and CCO leadership, develop appropriate work plans and materials, including overseeing and monitoring completion of specific tasks/functions.
  • Serve as a contact to the Tribal Advisory Council (TAC) and report to the TAC on a quarterly basis.
  • Attend trainings to expand knowledge of principles that are foundational to working with and understanding tribes and tribal communities.


Internal Planning and Operations



  • Supervise the collection, prioritization, and tracking and responding to requests for information from tribal health entities at the local level.
  • Work with CCO staff and tribal staff to track information and monitor CCO performance, ensuring visibility to all relevant stakeholders.
  • Help ensure alignment of AI/AN health service deliverables across CCO departments with a focus on context and interconnectedness.
  • In collaboration with CareOregon Tribal Affairs, provide recommendations on areas to increase efficiency and standardize CCO support services.
  • Work with all appropriate CareOregon teams, CCO teams, and tribal health leadership to ensure that all information is maintained and transmitted in accordance with HIPAA requirements and any tribal legal or policy requirements.
  • Participate in tribal/CareOregon operations meetings and Tribal Affairs team meetings.
  • Serve as a core tribal resource for CCO staff; help troubleshoot and address issues, problems, and opportunities.
  • In collaboration with Tribal Affairs, contribute to each CCO's Community Health Assessment and Community Health Improvement Plan.

Experience and/or Education

Required



  • Minimum 3 years' relevant work experience in program coordination or relationship management
  • Minimum 1 year of engaging with Tribes and Tribal people through either work or lived experience
  • Valid driver's license, acceptable driving record and automobile liability coverage or access to an insured vehicle


Preferred



  • Health industry experience
  • Indian Health, Tribal Health, Urban Health industry experience
  • Experience with Oregon's Coordinated Care Organization Model
  • Federal Indian law experience



Knowledge, Skills and Abilities Required

Knowledge



  • Advanced knowledge of OHP benefits
  • Advanced knowledge and use of Tribal culturally responsive practices and principles
  • Advanced knowledge of or the ability to learn Care Coordination fundamentals and principles as applicable to the Oregon Administrative Rules
  • Knowledge of or the ability to learn basic health plan financing, health care costs, health outcome measures, and health plan operations, such as claims payment, customer service, medical management, quality improvement
  • Understanding of healthcare industry structure/dynamics or ability to learn quickly
  • Understanding of the Oregon Health Plan, the Indian Health Services system, local tribal health systems, as well as other systems that may serve tribal people in Oregon
  • Strong understanding of the diversity of indigenous people and communities in the United States as well as tribal populations statewide, including tribal people from non-Oregon tribes residing in Oregon

  • Familiarity with the needs of tribal people in Oregon, including those living in urban areas
