Job Overview
The Talent Acquisition Manager is responsible for developing and executing strategic recruitment initiatives to attract, hire, and retain top talent for Chugach Government Solutions (CGS) and its subsidiaries, ensuring compliance with federal government hiring requirements This role requires prior government contracting (GovCon) recruiting experience and the ability to collaborate within a decentralized talent acquisition structure, where full-cycle recruitment may not always be centrally managed. Responsibilities
Essential Duties & Job Functions:
Strategic Talent Acquisition & Workforce Planning
- Develops and drives recruitment strategies for CGS and its subsidiaries.
- Builds strategic relationships with professional and educational institutions.
- Assists with identification of internal candidates for succession planning opportunities.
- Helps create sourcing strategies for vacant positions using various methods, including external job boards, social media, and through other means.
- Partners with hiring managers, HR teams, and jobsite recruiting teams to enhance talent acquisition efforts through mentorship, training, recruitment strategy recommendations, and branded recruitment material support across diverse functions and locations.
- Supports proposal-based and contingent recruiting strategies by assisting in identifying talent acquisition strategies.
- Implements proactive sourcing strategies, leveraging industry networks, military transition programs, professional associations, and partnerships to build strong talent pipelines.
- Partners with HR and leadership to optimize recruitment operations in a decentralized environment, ensuring consistency where needed.
- Supports a positive candidate experience from application through onboarding by conducting periodic check-ins, monitoring applicant tracking system workflows, and coordinating with jobsites to ensure a smooth process.
- Collaborates with jobsite hiring teams on job fair participation as needed, developing and implementing branded recruitment materials to enhance employer branding and talent attraction efforts.
- Partners with strategic communications to provide recommendations to improve the CGS employer brand.
- Manages relationships with vendors, external agencies, and organizational personnel to optimize recruitment functions and drive talent acquisition strategies.
Recruitment Execution & Compliance
- Provides guidance and oversight on recruitment practices across decentralized teams, ensuring alignment with compliance, and business needs.
- Manages select recruitment processes directly, particularly for strategic, hard-to-fill, or executive-level positions.
- Ensures adherence to government contracting regulations, supporting decentralized teams with compliance best practices.
- Supports hiring managers in making informed talent decisions, providing insights on market trends, candidate pipelines, and recruitment strategies.
- Optimizes ATS usage and reporting, tracking key recruitment metrics and ensuring accurate data for audits and compliance.
- Oversees the company-wide Applicant Tracking System (ATS).
- Develops, tracks, and reports key recruiting metrics.
- Supports hiring managers with data-driven insights, equipping them with recruitment trends, performance analytics, and workforce planning intelligence.
- Recommends and implements changes to recruitment policies and procedures.
- Generates reports and responds to ad hoc requests as needed.
Stakeholder Engagement & Partnerships
- Builds and maintains relationships with government agencies, military transition programs, and industry partners to expand recruitment reach.
- Engages with Chugach Alaska Corporation Shareholder Development and Relations department, supporting shareholder hiring initiatives in alignment with company goals.
- Works with HR, business leaders, and program teams to anticipate workforce needs and address staffing challenges.
Supervisory
- Oversees the recruitment, retention, development, and evaluation of approximately five (5) corporate talent acquisition team members.
- Promotes shareholder recruitment and development within the organization.
Job Requirements
Mandatory:
- 7+ years of talent acquisition leadership experience in government contracting, including knowledge of FAR, DFARS, and federal hiring compliance.
- Experience recruiting for cleared and uncleared positions, with an understanding of security clearance processes.
- Experience working in a decentralized recruitment environment, collaborating with business units, hiring managers, and shared services.
- Experience in sourcing and selecting high-level candidates for a multi-state, multi-subsidiary organization, including overseas positions.
- Bachelor's degree in HR, Business, or a related field.
- Proven ability to support proposal-based hiring, surge staffing, and contract transition recruitment.
- Experience tracking, analyzing, and reporting recruitment metrics to drive process improvements.
- Strong stakeholder engagement and advisory skills, with experience influencing hiring strategies across different teams.
- Experience in using and managing a Human Resource Information System (HRIS), including experience with Applicant Tracking Systems (ATS).
- Ability to pass a background check.
- Ability to develop, implement, and manage change effectively.
- Must be able to travel up to 20%.
- Intermediate skills in MS Office software programs, including Word, Excel, and PowerPoint.
