SUMMARY OF DUTIES:

Under the direction of the Senior Program Manager, the Program Manager will be responsible for managing capital programs within the NJ-NY Capital Delivery Portfolio such as Track, Structures, Facilities, Substations, Catenary, C&S and/or ET. The Program Manager will ensure the adherence to project scope, budget, schedules, and stakeholder requirements throughout all project phases. This position works with Amtrak Capital Delivery, IMCS, the Federal Railroad Administration, suppliers, and other stakeholders to develop strategies, plans, and funding approaches to advance Amtrak's mission.

ESSENTIAL FUNCTIONS:

* Mentor and coach junior level Project Management staff and matrixed team members and provide guidance on adherence to Project Management practices.

* Identify efficiencies and present recommended improvement opportunities at various levels of management.

* Assist to plan, develop, prioritize, monitor, forecast and adjust as necessary, the NJ-NY programs (reimbursable, PRIIA, BCC and non-BCC, etc.) that supports the Amtrak Strategic Plan.

* Interfaces with Project Managers, Divisional and Production leadership, Amtrak forces and/or Contractor(s) responsible for implementation of the program scope, schedule and budget.

*Responsible for monitoring, reporting and forecasting the NY Division IMCS Department's capital spending and capital production units installed by personnel working on NY programs.

* Coordinate with the Capital Delivery Project Managers, Division IMCS staff, Production Leadership, Discipline Deputy Chiefs and various operating departments' leadership to assist in developing scope, schedule and budget for individual projects within the NY portfolio, along with coordination of reprogramming as necessary to allow for resource availability and fiscal constraints on a program level.

* Accomplish program objectives by planning and evaluating activities.

* Leads, defines, and achieves engineering, safety, and work standards and associated procedures to ensure that program assets meet business needs and satisfy FRA regulations.

* Works within Capital Delivery and engages the various IMCS disciplines to define business needs for responsible projects/programs and translates those needs into requirements.

*Update quarterly reports for the FRA.

* Leads the conceptual design of assets, ensuring the delivery of best practice and continuous improvements.

* Adheres to Amtrak Enterprise Project Management methodology.

* Provide monthly feedback to junior staff and hold monthly meetings with Project Delivery and Division/Production leadership to review budget, scope, schedule and production units.

* Compile monthly project summary reports for submittal to the FRA compiling data submitted by the Capital Delivery Managers, Division staff and Finance.

MINIMUM QUALIFICATIONS:

*Bachelor's degree in Engineering, Civil, Structure, Construction, or Project Management, Business Administration, Transportation, or related field

* An equivalent combination of education and experience may be considered.

* Must have the ability to coordinate efforts with other technical disciplines and have knowledge of scheduling, budgeting, and estimating.

* Demonstrated ability to manage multiple priorities under tight constraints.

* Possess strategic and tactical skills required for planning and executing complex project work.

* Strong leadership required, encompassing effective communication, motivation, and team building/team performance skills.

*Strong Safety Focus.

* Demonstrated experience in using PC-based word processing, spreadsheet, and presentation software (e.g. Word, Excel, PowerPoint) sufficient to prepare effective business analyses and presentations.

* Excellent written and verbal communication skills.

* Ability to work effectively with internal and external stakeholders.

*Valid driver's license

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:

* Principles of project management, program development, implementation and administration for improvement and maintenance projects.

* Project delivery, engineering, and maintenance roles, responsibilities, and requirements.

* Principles and practices of capital and operating budgets preparation and administration

* Motivate and support people across the organization to work collectively as a cohesive whole to produce superior results

* Communicate clearly and concisely in verbal and written form, including ability to articulate complex issues, and interact with outside stakeholders as well as all levels of Amtrak.

* Present and discuss programs and projects status with senior management, 3rd parties and the Board of Directors.

* Network with internal and external stakeholders, and leverage relationships to resolve complex project issues.

PREFERRED QUALIFICATIONS:

* Graduate degree and nine (9) plus years of experience

* Experience with employee growth and retention.

* PgMP certification

* Transportation industry background

WORK ENVIRONMENT:

* Combination of office building and jobsite environment.

* Work in cubicle setting; stand, sit, bend, twist, use file drawers.

* Work schedule: This position will work on site 4 days a week and 1 day remote.

* Sit at computer to complete assignments, projects, and tasks.

* Occasional travel to field and training as needed.

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

PAY TRANSPARENCY:

The salary/hourly range is$113,200-$146,664.Pay is based on several factors includingbut not limited to education, work experience, certifications,internal equity,etc.Depending on an employee's assigned worksite or location, Amtrak may consider ageo-pay differential to be applied to the employee's base salary. Amtrak may offeradditional incentive and pay programs to recognize and reward our employees,including a short-term incentive bonus based upon factors such as individual andcompany performance that is commensurate with the level of the position and/orlong-term incentive plan compensation.
