As a Public Safety GIS Specialist, you will enhance public safety by developing, maintaining, and analyzing geographic information systems (GIS) data to support emergency response operations. This role involves creating and implementing complex GIS spatial systems, integrating GIS components and data to eliminate barriers and streamline access to critical spatial information.

Serves in the Fire and Rescue Department in the Office of Public Safety.

Manages and maintains spatial data and produces customized maps to support dispatch and field operations, ensuring data accuracy and integrity. They conduct spatial analysis to optimize emergency response strategies and collaborate closely with 911 dispatch, Fire/Rescue, Emergency Management, and Law Enforcement to address specific GIS needs. Additionally, they provide training on GIS tools, support technology integration, and stay updated on advancements in GIS relevant to public safety. Performs related functions.

GENERAL RESPONSIBILITIES

Creates, updates, and maintains GIS datasets relevant to emergency response, including routable networks, addresses (NENA Standards), and critical infrastructure.

Ensures the accuracy and integrity of spatial data through regular quality control and validation processes consistent with data quality standards.

Generates high-quality maps for dispatch and field operations, including incident maps, response area maps, and evacuation routes.

Customizes mapping solutions based on the specific needs of emergency responders.

Conducts spatial analysis to identify trends, optimize response times, and improve service delivery.

Produces reports and visualizations that support decision-making and strategic planning for emergency services.

Works closely with 911 dispatch personnel, Fire/Rescue personnel, Emergency Management, and Law Enforcement to understand their GIS needs and provide tailored solutions.

Liaises with local, state, and federal agencies to ensure compliance with standards and best practices in GIS data management.

Collaborates with the Airports Authority's Engineering GIS department, creating/updating GIS information and airport maps to increase the efficiency of public safety and airport systems.

Provides training and support to 911 dispatch staff and emergency responders in the use of GIS tools and mapping applications.

Assists in the development of GIS-related policies and procedures.

Manages data across multiple public safety systems to include Computer Aided Dispatch (CAD), 911 systems, mobile computer mapping, and records management systems.

Integrates CAD/GIS tools to support public safety, airport operations, and regional partners.

Facilitates regional interoperability and liaises with other Northern Virginia public safety agencies to ensure internal/external GIS information is accurate.

Supports the regional CAD to CAD system as a GIS subject matter expert.

Represents the Airports Authority Office of Public Safety at regional meetings.

Provides technical assistance to the Airports Authority public safety personnel.

Assists in the implementation of new GIS software and tools to enhance operational efficiency.

Makes field visits to support project development.

Assists with the preparation of metadata, procedural instructions, and other documentation.

Stays updated on the latest GIS technologies and methodologies relevant to public safety.

QUALIFICATIONS

Minimum 5 years of technical work experience in geographic information systems (GIS).

Recent experience (within the last 2 years) using ESRI's ArcGIS software and GIS cloud (ArcGIS Online)

Strong and effective written and verbal communication skills, including the ability to accurately interpret technical data and regulations, to prepare illustrations for use before general audiences, and provide technical information in layperson's language.

Familiarity with Computer Aided Dispatch system utilization of GIS functionality.

Proficient in GIS software (e.g., ArcGIS, ArcGIS Pro, QGIS) and mapping applications.

Strong analytical skills and experience with spatial analysis techniques.

Knowledge of database management and data integration processes to include experience with Spatial Database Engine (SDE).

Knowledge of geoprocessing, topology, and model builder.

Ability to develop and maintain effective working relationships with public officials, co-workers, and the public.

Ability to analyze data and information and make recommendations.

Skills in Microsoft Office Suite (including Word, Excel, and PowerPoint)

PREFERRED QUALIFICATIONS

Experience in supporting Public Safety GIS systems (Computer Aided Dispatch, Mobile Maps, Emergency Management support)

Experience with Microsoft SQL to include writing queries and creating dashboards

Knowledge of programming fundamentals and experience with JavaScript, Python, and Visual Basics

Certified as a Geographic Information Systems Professional (GISP) from the GIS Certification Institute; or certified as an ArcGIS Desktop, ArcGIS Desktop Developer, or Web Application Developer from the Environmental Systems Research Institute (Esri); or an equivalent certification.

Previous experience in GIS, preferably within a public safety or emergency management context.

Familiarity with 911 operations and emergency response protocols.

Bachelor's degree in Geographic Information System (GIS), Information Systems, Computer Science, or a field related.

CERTIFICATIONS AND LICENSES REQUIRED

A valid state driver's license in good standing.

EDUCATION

A high school diploma or a Certificate of General Educational Development (GED).

NECESSARY SPECIAL FACTORS

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

A background security investigation will be required for all new hires.
