Now Hiring an Experienced Post Collections / Landfill Engineer

The Waste Pro Post Collections/ Landfill Engineer is responsible for managing, planning, construction, and engineering of a large portfolio of Landfills, Transfer Stations, and Material Recovery Facilities. Involved in waste management processes, including landfill operations, regulatory permitting and compliance, construction, and environmental management systems. In addition to the technical engineering aspects, the role is diverse and ever interesting as it requires creativity and active participation in multiple functions of the business such as project planning and budgeting, accounting, contract negotiations, regulatory interaction, construction oversight and operations.

Essential Job Functions:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other minor duties may be assigned. Essential duties and responsibilities include the following:




  • Develops an understanding of all permits governing the construction and operation of landfill disposal sites and other operations, such as landfills, waste transfer stations, collection operations and material recovery facilities, in the Company's disposal footprint.


  • Procures and directs professional consulting firms engaged in preparing regulatory documents, such as permit applications, for adherence to regulatory requirements and consistency with site conditions and operations. Review documents with an eye toward improving efficiencies in design, constructability, quality, compliance, safety, and cost savings. Work with Regional and Corporate staff, operations, and consultants to update documents and permits to capture identified efficiencies.


  • Assists and works alongside senior level management on construction projects. Takes responsibility for tasks as assigned by the VP of Post Collections, such as contract administration, materials order and delivery, contractor scheduling, CQA oversight, etc.


  • Works with operation teams to ensure compliance with permits and to prevent or resolve operational issues.


  • Works with local, state, and federal government officials or the public on issues pertaining to solid waste rules and requirements


  • Assists in the preparation and/or review of engineering, monitoring and environmental reports.


  • Assists in environmental reviews and audits.


  • Works with environmental and landfill managers to formulate short-term and long-term goals and action plans in alignment with objectives.


  • Identifies and estimates the cost of site capital needs and follow-through with inclusion in annual budget exercises.


  • Interacts with state and local agencies to foster positive working relationships and to ensure efficient and effective compliance with regulations.


  • Reviews and understands engineering and technical directives and Best Management Practices and implement at sites.


  • Provides technical support to operations, sales staff, safety, landfill managers and environmental staff, such as landfill technicians and other functional areas.


  • Participates in continuing education opportunities to maintain and enhance personal skill sets and continually look for opportunities to integrate new knowledge, technologies and innovations into the operations.


  • Monitors and evaluates landfill airspace capacity; compaction rates; expansion & reclassification opportunities; alternative daily or weekly cover; leachate collection and treatment.


  • Evaluates and executes transfer station expansion opportunities and MRF technology for higher efficiency.
  • Lead the development of capital budgets for the business units in your designated area through collaboration with the operating and financial leaders. Manage capital project execution to the desired and expected business and financial outcomes.
  • Coach, train, and mentor field personnel in aspects of their work which may yield improvements in safety, compliance, and business performance.
  • Support the business unit leaders to ensure 100% compliance.


No CDL Required

  • The highest level of supervisory skills required in this job is the management of managerial employees.


Qualifications:

The requirements listed below are representative of the qualifications necessary to perform the job.

Education and Experience




  • Education: Bachelor's Degree (accredited) in Engineering.


Experience: Minimum Seven (7) years of relevant experience to include background in waste disposal services, specifically landfills and engineering, technical, or environmental field (in addition to education requirement).

Certificates, Licenses, Registrations or Other Requirements




  • Registered Engineer in FL, AL, LA, MS, TN, GA, preferred


Other Knowledge, Skills or Abilities Required




  • Possess effective written and verbal communication skills.
  • Ability to define problems, collect and interpret data and draw valid conclusions.
  • Ability to interpret documents such as contracts, regulations, permit documents, procedural manuals, contracts and safety rules.
  • Ability to follow established procedures and follow directions with minimal supervision.
  • Ability to draft reports or data submittals at state and local levels.
  • Proficiency in Microsoft Windows, Word, Excel, PowerPoint, etc.
  • Experience in a position involving operations, customer service, community relations, health & safety, financial, and human resources function, experience as a supervisor or manager; experience implementing safety (OSHA) programs and equipment specifications, experience preparing and managing budgets, P&Ls, and experience resolving labor relation issues.
  • Experience managing landfill operations, preferred
  • Consulting experience in the Waste Services Industry
  • Construction Project Management experience
  • Experience with a profit and loss budget statement, preferred
  • Excellent oral and written skills
  • Experience in communicating with government officials and departments
  • Previous experience with a waste industry employer, preferred

  • Valid Driver's License and the ability to travel up to 50%
  • Will need to function in diversity of settings that include facilities, equipment yards, landfills, recycling centers, transfer stations, and residential / commercial areas.
  • Able to climb in and out of equipment.
