We are currently seeking a IV&V Business Analyst to join our team in Hartford, Connecticut (US-CT), United States (US).

Overview of job:

The IV&V Business Analyst will work as part of a team providing IV&V services for Medicaid or other large Health and Human Services system modernization projects. She/he will actively participate in the delivery of IV&V tasks/activities and associated deliverables. The IV&V Business Analyst will be responsible for reviewing and assessing key project artifacts, including design documents, test cases, project schedules, and many others, against requirements and standards. He/She will be responsible for writing and reviewing detailed deliverables containing assessment results that will be distributed to the client.

Job Responsibilities Include:

  • Assess vendor deliverables such as Project Management Plan and Schedule, Certification/Compliance Checklist(s) and related artifacts and evidence, including but not limited to: Requirements documentation, Design documentation, Data Conversion Plans, Testing Plans and associated results, User Documentation, Training Plans, Implementation Strategies, Implementation and Rollout Plans, Test Cases and Results, and Business Continuity & Disaster Recovery Plans.
  • Assess and make recommendations on the management and technical aspects of system implementation projects.
  • Evaluate feasibility of project schedule.
  • Perform testing assessments and provide testing support.
  • Make recommendations for improvement of processes based on observations, industry standards, and best practices.
  • Assess whether the State and the solution vendor(s) share a common understanding of the project scope, goals/outcomes/requirements, deliverables, and milestones.
  • Assess whether user involvement and buy-in is sufficient for successful adoption of the system or component.
  • Document detailed findings, risks, and recommended risk mitigation approaches, considering best practices and lessons learned from other similar projects.
  • Write clear, concise, and grammatically correct deliverables to be presented to the client.
  • Provides project support and monitors project progress.
  • Supports compliance management and assessment activities.
  • Supports reporting activities across the project.
  • Supports requirements management.
  • Provides business analysis, insights, recommendations, and reporting.
  • Supports strategic procurements and provides advisory support.
  • Actively participates in project/team/client meetings to include recording and sending detailed meeting minutes.

Required Qualifications:

  • Bachelor's degree or equivalent work experience
  • Minimum 3 years IV&V experience on a Medicaid or other large Health and Human Services project(s)
  • Minimum 8 years total work experience

Preferred Skills:

  • Medicaid knowledge
  • Experience with CMS Federal requirements and guidelines
  • Experience working with an Agile development lifecycle
  • Proficient in Word, Excel and Power Point
  • Experience with SharePoint
  • Excellent writing skills
