The Fairfax County Department of Housing and Community Development works in partnership with the Redevelopment and Housing Authority to serve the people of Fairfax County by creating housing opportunities to promote inclusive and thriving communities. Under the general direction of the Associate Director of Policy, researches and analyzes federal, state and local legislation, policies and other regulatory requirements pertaining to affordable housing. Supports the Fairfax County Redevelopment and Housing Authority (FCRHA) through meeting preparation, communications and the development and maintenance of administrative records. Prepares and updates comprehensive policy and planning documents for federal and local housing programs, including the Housing Choice Voucher Administrative Plan and the FCRHA's annual strategic plan. Gathers and analyzes data and research findings to recommend new processes and changes to existing policies using solid industry or best practice justification. Manages and supports an array of agency-wide initiatives related to federal and local affordable housing programs. Fosters cooperative working relationships among HCD Divisions and between HCD and other county agencies and acts as liaison with various local, state, federal and nonprofit organizations. Performs related work as assigned.

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following:(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience with in the functional area.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- Proven experience analyzing federal, state, and local policies, interpreting the impact of policies, and proposing suggestions to improve the effectiveness of existing policies.
- Proven experience applying qualitative, quantitative, and analytical skills on the job.
- Excellent verbal and written communication skills.
- Demonstrated ability to write detailed, accurate reports and policy briefs.
- Experience staffing a local or state board, authority or commission.
- Knowledge of affordable housing policies, programs and best practices.
PHYSICAL REQUIREMENTS:
Ability to read information on a computer monitor; effectively communicate; operate keyboard-driven equipment and computer. Work is generally sedentary in nature; however, incumbent is required to frequently move about to perform office work such as accessing files, attending meetings, making presentations, operating general office equipment, and performing other essential job duties; may be required to move items up to approximately 15 pounds in weight. All duties performed with or without reasonable accommodations.
