The Role:

The Engineering Construction Project Manager position will manage assigned projects of varying scope and nature. This position will be responsible for aligning internal and external stakeholders to maintain constructability, the project schedule, scope of work, budget, compliance, record keeping, and ensure adherence to NW Natural's standards throughout all phases of the project.

The Engineering Construction Project Manager will be involved throughout the entire project lifecycle from conception through closeout, supporting the project engineer. This position will ensure compliance with all federal, state, and local laws and regulations. Additionally, they will be responsible for review of the contractor's QA/QC required documentation for projects. This position will work with the onsite construction staff, NW Natural project team, and other relevant stakeholders to ensure the success of the project.

This position will be field oriented and will require day-to-day involvement with field personnel.

Day to Day:

  • Field oversight, including working with the project team to provide real time issue resolution, problem solving, project meetings, regular reporting (daily/weekly/monthly) and ensuring the contractor is meeting all safety, environmental, compliance/regulatory and permitting requirements to complete the project scope of work relating to the project(s).
  • Work with the project team during all phases of a project from initiate through closeout. Including but not limited to:


- Design

- Scope of work development

- Constructability

- Scheduling / Scheduling conflicts

- Construction



  • Project job book and Quality Assurance (QA) records review required throughout the project and final review at completion. This requires an understanding of published QA requirements at NW Natural and requirements published through code or applicable regulations. Each individual procedure has specific QA documentation requirements along with turn-in and record keeping procedures.
  • Including but not limited to:


- Material Records

- Isometric drawings and as-built mapping

- Hydrostatic testing documentation (including pressures Min/Max, test medium, test duration, instrument calibration etc.)

- QA/QC submittals



  • Promote, enforce and, monitor safe work practices and ensure safety meetings are held with onsite construction staff.
  • Manage contractor and subcontractor operator qualification (OQ) requirements as necessary per project.
  • Ensure all welding personnel have the appropriate certifications and have completed NW Natural testing requirements prior to completing work on any project assigned to this position.
  • Coordinate with a wide variety of internal and external stakeholders with courtesy and professionalism.
  • Schedule and host cross-functional team meetings as required.
  • Manage project workflow by interfacing between project stakeholders including safety, environmental, engineering, project management, construction and operations.
  • This position is the "boots on the ground" support and will act as the liaison between the onsite construction staff and NW Natural project team.
  • Demonstrate appropriate leadership and decision-making behaviors.
  • Participate as a subject matter expert for external audit preparation and data gathering to demonstrate compliance.
  • Build and maintain favorable working relationships with other utilities, governmental agencies, contractors, fire officials, and equipment installers/dealers; promote locate requests and Company notification of pending work with these agencies.
  • Travel is required and anticipated on an as needed basis across a broad geographic region.

Come on your first day with:

  • Minimum of 7 years working experience in similar position required.
  • Experience in negotiating conditions and pricing of contracted work units.
  • Experience in developing and reviewing work processes.
  • Ability to evaluate construction work in progress and advise others to change their work practices.
  • Knowledge and practical application of Field Construction, industry construction standards, federal pipeline safety rules, OHSA regulations, and DOT 192 operator qualifications.
  • Ability to use Company software; including Microsoft Office tools (Excel, Word, Project and Outlook)
  • Verbal communication skills, including the ability to lead cross-functional team meetings and make group presentations.
  • Written communication skills, including technical documentation and report writing abilities.
  • Personal availability to respond to emergency situations, and work hours the contractor has scheduled for the individual projects.
  • Ability and commitment to continue to develop personal skills and technical knowledge.
  • Ability to facilitate and coordinate projects; skill in organizing and managing time effectively to meet deadlines and balance priorities.
  • Ability to physically access construction and other worksite locations as required.
  • Possess/maintain a valid Oregon/Washington driver's license and have a satisfactory driving record.
  • Subject to random drug testing.

Base salary range: $107,500.00-$153,200.00per year, depending on qualifications

Annual Target Incentive:Grade 22,12.0% target

Targets are calculated using eligible earnings during plan year participation. Payout, if earned, is based on company and individual performance for each plan year and may range from 0% - 200% of target. Targets are subject to change in subsequent plan years. Must be employed by September 30 in order to receive any prorated payout.
