Sr Environmental Compliance Specialist ***The ability to obtain a Public Trust is required*** A Sr Environmental Compliance Specialist will provide support to the environmental department in performing various environmental compliance activities. Provide services which may include assistance with the preparation of other documentation required by environmental regulations, DOE, and WAPA guidance and policies. Compensation & Benefits: Estimated Starting Salary Range for Sr Environmental Compliance Specialist: $85,000 - $88,000 annual Pay commensurate with experience. Full time benefits include Medical, Dental, Vision, 401K and other possible benefits as provided. Benefits are subject to change with or without notice. Sr Environmental Compliance Specialist Responsibilities Include:
- Prepares and manages environmental program documents, permits, and various environmental reports following applicable policies, procedures, and regulations.
- Conducts environmental inspections, sampling, and environmental compliance activities with various internal and external customers and entities and develop remedial measures to address audit and inspection findings.
- Performs services in the field for spill response, inspections, including internal inspections, and escorting county regulators and regional air quality inspectors, hazardous and special waste disposals, pest control contractors, maintenance, sanitation, and safety functions.
- Conducts hazardous waste inventories and prepares hazardous waste disposal reports.
- Provides technical expertise and assistance in the identification, planning, review, and execution of site investigations.
- Researches, prepares, documents, and delivers samples, sampling plans and results.
- Prepares maintenance and remediation plans and provide guidance to remove any hazardous and/or toxic wastes on government property. Interpret and assist in preparing appropriate guidelines for the use, storage, handling, and disposal of hazardous materials, chemicals, and hazardous waste.
- Prepares packaging of hazardous and universal wastes for transport. Provides technical consultation in the event of spills or other incidents.
- Manages and signs Hazardous Waste Manifests.
- Analyzes existing and proposed regulations and their application to projects, their potential to impact projects and operations, and ensure their incorporation into the program.
- Maintains training competencies requisite for managers of hazardous waste operations.
- Assists with the environmental training program.
- Assists with Clean Air Act compliance and California Air Resources Board (CARB) regulation tasks, ensuring diesel vehicles and equipment are registered and reported, greenhouse gases such as sulfur hexafluoride (SF6) gas are properly reported, and assess new projects for air quality compliance.
- Prepares documentation for environment-related procurement packages including market research and government cost estimates for products and services.
- Assists with development of improvements to the Asset Management Program, Maximo pertaining to collection of SF6 gas information, transformer oil information and monthly Spill Prevention Countermeasure Control (SPCC) inspection information
- Reviews existing, proposed, and new regulations in the environmental compliance field and determines their applicability.
- Prepares information, maps, and updates to emergency planning documents. Develop procedures for managing and documenting environmental compliance.
- Provides support to Environmental Protection (Compliance) Specialist.
- Performs other job-related duties as assigned.
Sr Environmental Compliance Specialist Experience, Education, Skills, Abilities requested:
EDUCATION and/or EXPERIENCE
- Bachelor's degree or equivalent in Environmental Science, Biology, Natural Resources Management, Environmental Engineering, or a similar field
- Minimum 2 years' experience of environmental compliance in the utility industry and a three years' experience with environmental compliance
- HAZWOPER (40 hrs initial/8-hr annual)
- Knowledge of current CARB SF6 gas regulations
- California Title 22 Certification (RCRA)
- DOT Hazardous Materials Certification (3-year cert)
KNOWLEDGE, SKILLS AND ABILITIES
- Advanced level of knowledge greenhouse gas reporting of SF6 gas to the California Air Resources Board (CARB) and to the Environmental Protection Agency (EPA) and government asset management systems such as MAXIMO and DataSplice.
- Intermediate proficiency and knowledge of Microsoft Excel and Word, knowledge of DataSplice and Maximo would be a plus
- Strong and effective organizational and communication skills
- Detail oriented, comfortable working with people, in the field, as well as with spreadsheets on the computer
- 3 to 4 years' experience in environmental planning work.
- Experienced in professional level technical writing
- Experience with environmental impact assessments and NEPA review involving construction projects (preferably in the Electric Utility Industry)
- Experience coordinating with other agencies at the State and/or Federal level
- SPCC Reporting
- Hazardous Materials Business Plans reporting in California Environmental Reporting (CERS)
- Diesel Fleets Reporting in DOORs and TRUCRs
- Knowledge of the Portable Equipment Registration Program
- Air Quality Modeling Interpretation
- Energy Star Reporting for Water and Energy Usage
- Pollution Prevention Reporting
- Must hold a valid California driver's license
- The ability to obtain a Public Trust
