Position Summary

The Learning and Development Manager will play a critical role in the day-to-day learning and development (L&D) activities for the entire organization. This role will coordinate all L&D activities but also partner with supervisors, managers, and other members of the L&D department. Activities include regularly interacting with employees and third-party training providers. Demonstrates a commitment and supports a culture of diversity, equity, and inclusion.


Position Responsibilities / Essential Job Functions

  • Develops and implements a learning strategy and program that aligns with the organization's objectives.
  • Implements various types of training to meet Prince William Water learning and development objectives.
  • Works with managers to provide job specific training opportunities based on departmental needs.
  • Tracks budgets, negotiates contracts, builds and maintains relationships with third-party training providers.
  • Designs and produces training materials, including e-learning courses.
  • Assesses the success of the development plans and makes modifications where necessary.
  • Hires and manages L&D staff.
  • Acts as the principal point of contact for anyone with questions about training and development.
  • Collaborate effectively with other relevant stakeholders.
  • Stay abreast of the latest developments in learning trends, changes in learning theory and developments in learning technologies.
  • May be deemed essential at any time.
  • Perform other duties as assigned or required.

Essential Competencies:

  • Ability to communicate effectively and engage with employees.
  • Ability to present ideas and recommendations clearly and concisely both orally and in writing.
  • Ability to establish and maintain effective internal and external working relationships.
  • Ability to conduct training using adult learning principles; facilitate group discussions; design training materials in accordance with Instructional System Design (ISD) requirements.
  • Ability to manage multiple projects; meet deadlines; analyze situations carefully, recommend solutions, adopt effective courses of action; understand, interpret, apply, explain and reach decisions in accordance with Prince William Water and division policies, procedures.
  • Exercise tact and diplomacy in dealing with sensitive, complex and confidential personnel issues and employee situations; organize and prioritize work.
Minimum Education and Work Experience:
  • Bachelor's degree in Organizational Development, Human Resource Management, Psychology, or related field.
  • Five or more years of experience managing training programs and/or organizational development programs, to include developing and delivering training to all levels of employees.
  • Or a combination of education and experience as described above.
Required Licenses/Certifications and other Special Requirements:
  • None.
Minimum Lead/Supervisory or Management Experience:
  • At least two years of experience supervising and/or directing the work of others.

  • Physical demands: The work is mostly sedentary with periods of light physical activity. The work requires the ability to speak clearly and to see and hear clearly, with or without correction. May be required to work beyond the normal scheduled hours of work; and attend evening meetings and work sessions.
  • Work environment: Primary work is performed indoors in a standard office environment. The noise level in the work environment is usually moderate.
