ESSENTIAL DUTIES AND RESPONSIBILITIES



  • Provides guidance and counsel to employees/managers concerning performance improvement, policy violations, failed drug screens, disciplinary actions, and other work-related issues, to enhance employee productivity and minimize the Cooperatives' exposure to legal risk. Assists managers with disciplinary documentation and the employee termination process.
  • Facilitates and communicates organizational policies and programs and ensures labor law and regulatory compliance. Provides internal support and partnership to business lines to deliver required human resources. May evaluate, select, and oversee vendors that provide supplemental HR processes and services. Coordinates with HR support staff to process and maintain employment, attendance, and other records.
  • Solves complex problems; takes a new perspective on existing solutions. Works independently; receives minimal guidance.
  • May lead projects or project steps within a broader project or have accountability for ongoing activities or objectives.
  • Anticipates and plans for long-term human resource needs and trends.
  • Coordinates Supervisor/Manager/Employee Meetings
  • Supports Sr. Benefits Analyst on benefits such as health and disability insurance, pension/retirement plans and administers short term and long-term disability, return to work physicals and workers' compensation claims.
  • Conducts New hire Orientation and updates records of new staff
  • Manages the organization's employee database and prepares report
  • Act as liaison between employee and Benefits to provide consultation and problem resolution
  • Supports the development and evaluation of job descriptions and market studies to ensure accurate description of current job duties, responsibilities, work environment, and minimum requirement attributes.
  • Customizes and delivers specific HR initiatives such as coaching managers on performance management, employee development, succession management, and leads HR projects.
  • Provides consultation and support to managers/supervisors regarding HR related topics to include employee relations, recruiting, EEO compliance, Department of Transportation related topics and drug and alcohol testing related matters.
  • Produce and submit reports on general HR activity.
  • Serves as the HR representative for AECC power plant and power delivery technician qualification processes.
  • Compiles and ensures accuracy of reporting compliance for the cooperative's Affirmative Action Plan (AAP), Equal Employment Opportunity Reports (EEO-1), Veteran's Employment Reports (VETS-100) and Drug-free workplace renewal. Informs management and staff of changes or revision.
  • Coordinate annual Statewide Human Resources Conference event.
  • Conducts internal audits of cooperative employee records to ensure compliance with Department of Transportation (DOT) and/or internal cooperative policies including Motor Vehicle reports, background verifications, safety sensitive random drug screen pool.
  • Keep up-to-date with the latest HR trends and best practices
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Serves as primary contact for Human Resources Division for maintaining internal Intranet SharePoint site.
  • Executes bi-annual employee engagement survey and Best Places to Work survey and assist in coordinating activities that have a direct impact on employee engagement, productivity, and satisfaction.
  • Because AECC must provide reliable electric service to our members, and due to the nature of this position, the ability to maintain regular and punctual attendance and to work overtime and outside of normal office hours is an essential function of this position.
  • The ability to handle stress and work well with others are essential functions of this position.
  • Perform any other related duties as required or assigned.



Minimum Qualifications

Bachelor's degree in Human Resources, Business, or Organization Development from a four-year college or university plus five to seven years of professional experience across all HR disciplines including employment, recruiting, employee relations, compensation and benefits or equivalent combination of education and experience.

Ability to establish the appropriate priorities and work with a sense of urgency. A strong attention to detail and accuracy with a superior work ethic.

Ability to speak effectively before groups of customers or employees.
