$110,872.59

POSITION SUMMARY

Plans, supervises, coordinates and provides business management and support to the Transit Operations departments (Rail Operations, Bus Operations, Rail Maintenance and Bus Maintenance). This team will help provide the logistic planning and operational support for 1.7 Million rides per day given by 1,865 buses that serve 11,000 bus stops and 1,356 rail cars that serve 145 stations. Manages day-to-day business administrative operations, coordinates the research, analysis, and reporting of data for management, executes opportunities designed to streamline costs and manpower, and drives initiatives designed to improve the Authority's overall efficiency.

Qualifications

PRIMARY RESPONSIBILITIES



  • Supervises and directs day-to-day office functions related to data analysis, financial and operational performance, absenteeism, payroll, and manpower. Communicates results to various departments.
  • Develops strategic goals and processes to bring positive changes to transit operations work flow and procedures.
  • Uses reporting tools such as Crystal and/or Tableau to produce statistical data obtained from the schedule making process. Analyzes data and reports on findings. Makes recommendations to work flow and work process improvements.
  • Manages the development, optimization, and maintenance of transportation scheduling protocols.
  • Administers demand response scheduling systems.
  • Develops applications which monitor service delivery with real time data produced by advanced intelligent transportation systems including those with GPS data.
  • Oversees staff in the preparation of various routine administrative, budgetary, and personnel reports for use in making efficient manpower and staffing decisions.
  • Assists management staff in the development of operational programs, policies and procedures. Directs implementation of department goals, objectives, policies, procedures, and work standards for the Transit Operations department. Evaluates effectiveness and provides recommendations that increase department efficiency.
  • Conducts investigations and interviews for corrective action and prepares and responds to grievances and recommendations for discharge reports. Maintains personnel records pertaining to the Authority's drug/alcohol policy and coordinates the notification of personnel who have been selected for random testing.
  • Acts as liaison with various departments and internal management on personnel administration, absenteeism, payroll processes, accounts payable, performance management and budget.
  • Hires, trains, develops, monitors, and evaluates staff. Reviews and recommends personnel actions for approval. Evaluates, monitors and audits the performance of staff for compliance with various Authority programs, policies and safety procedures.
  • Performs related duties as assigned.

EDUCATION/EXPERIENCE REQUIREMENTS



  • Bachelor's Degree in Business Administration or a related field, plus four (4) years of experience in administrative management, operational business management, data analysis, or an equivalent combination of education and experience.


PHYSICAL REQUIREMENTS



  • Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
  • Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.


KNOWLEDGE, SKILLS, AND ABILITIES



  • Working knowledge of Microsoft Word, PowerPoint and Excel required.
  • Working knowledge of database and reporting tools such as MS-Access, Tableau, Crystal Reports, etc.
  • Working knowledge of transit operations management software such as Trapeze TOPS or workforce management software.
  • Working knowledge of the practices and methods of software testing.
  • Working knowledge of the practices and principles used in system change management.
  • Working knowledge of the methods of reporting and documenting data.
  • Working knowledge of the practices and methods in project management and business case development.
  • Strong verbal and written communication skills to effectively communicate with a variety of audiences.
  • Strong problem solving and analytical skills.
  • Strong troubleshooting skills.
  • Ability to lead and coordinate a group of people towards a common goal.
  • Ability to travel frequently to field locations, such as bus garages, rail terminals, maintenance facilities and the Control Center.


WORKING CONDITIONS



  • General office environment.
  • Requires traveling to CTA field locations.
  • May be required to work various hours and days off.


EQUIPMENT, TOOLS, AND MATERIALS UTILIZED



  • Personal computer and related software (Microsoft Word, Power Point, Excel).

Additional Details Employees and/or union members will be given priority consideration in the hiring process, per the applicable labor contracts.

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
