PRIMARY PURPOSE:
The Health Safety and Environmental Specialist position is responsible for the managing of the health, safety and environmental activities at the site in a compliant and efficient manner, including the application of the brands Life Saving Rules. In add
ition, the to be the plant management employee whose role is to manage the plant's quality systems to ensure compliance with allCompany, Customer and Local Governmental Agency requirements, comprising:

III. REQUIRED SKILLS, KNOWLEDGE, AND EXPERIENCE:
- Bachelor's degree (B.A.) or equivalent combination of education and experience.
- Able to read and interpret regulations.
- Must be able to write technical documents.
- Must be able to utilize computer systems.
- Must have an understanding of basic chemistry.
- Must have managerial skills.
- Ability to perform calculations.
- Able to speak in public.
CERTIFICATES, LICENSES, REGISTRATIONS:
- 30 hr. OSHA certificate
- ISO 14001 Lead Auditor
- Associate Safety Professional/Certified Safety Professional certifications a plus
IV. KEY RESPONSIBILITIES:
Health Safety & Environmental
- Ensure that the site complies with HSEPT (Health Safety Environmental Process and Transport) regulations and laws and take the necessary steps in the event of nonconformities.
- Be the site's HSEPT (HSE regulations) leader and custodian. Supervise, lead and coordinate the site's Health, Safety, Environment, Safety Transport of Dangerous Goods and Product Stewardship activities.
- Assist the site and enforce HSEPT requirements, instructions and procedures. Mitigate highly hazardous situations immediately.
- Look for ways to improve HSEPT performance. Perform Critical Task Analyses, seek improvements in PPE, investigate incidents and near misses, audit the Life Saving Rules Permits and Procedures, conduct industrial hygiene monitoring and conduct management review meetings.
- Adhere to the site QHSE Policy and develop procedures to support this policy.
- Coordinate with NA Shared Services to ensure plant systems support and comply with all local, state, federal and company requirements. Ensure systems fulfill requirements are met by:
- Reviewing all environmental procedures, updating as necessary and developing new procedures as required.
- Periodically reporting (annual and monthly) to government and corporate office on environmental, safety and waste activities.
- Coordinating waste removal (Hazardous, Universal and Lab Waste) and provide guidance in the removal of other plant waste generated.
- With the managers in each sector, define and keep track of HSE objectives for progress.
- Assisting in audits from local, state, and federal government environmental agencies.
- Approve HSE proposals for technical upgrades to units, maintenance/renewal investments and specific strategic investments.
- Stay abreast of changes in regulations and strive to anticipate them, in line with the site's/ GBU's strategy.
- Set up the emergency response plans and the corresponding training; assist in managing critical situations following incidents.
- Ensure the implementation of the site's Hazard Identification & Risk Assessment (HIRA) concerning HSEPT matters by using the Group's methodology and tools, and ensure that administrative documents for HSEPT and capital assistance applications are completed.
- Comply with all governmental agencies' reporting requirements.
- Act as the site contact person for official authorities (OSHA/EPA/DOT etc.).
- Rotate through on-call system for emergency response and 24/7 operation.
- A person who reports to facility management is designated and accountable for discharge prevention.
- Other duties as required.
Quality Systems
- Supports all management systems including ISO 9001 and ISO 14001, Manufacturing Excellence and SCMS.
- Audit the Management System.
Food Safety
- Supports FSSC 22000 and HACCP.
- Asserting control of risks related to the product, including but not limited to adherence to HACCP program, customer specifications, and understanding and assuring employees follow standard operating procedures.
Quality Assurance Management
- Managing the procedures and personnel of the Quality Control Laboratory to ensure that the products manufactured meet all customer requirements by:
- Reviewing and updating analytical procedures, product specifications and instrumentation to ensure their appropriateness to meeting the customer's requirements.
- Participating in customer audits and communicating with key customers in order to provide improvement ideas and customer satisfaction.
- Assisting in the new customer approval process by reviewing specifications, completing surveys, sample requests and other needs as requested.
- Maintaining SAP QM to ensure proper inspection plans, customer specifications, and certificates of analysis meet customer requirements.
- Maintaining the customer complaint system and working with plant personnel to ensure complaints are dealt with on a timely basis.
- Maintaining customer SPC data and product CpK indexes
- PSCR (Product Safety and Conformity Representative) - product recall leader, participate in FMEA/risk analysis activities, etc.
- Stopping production, if necessary, to address quality concerns.
