Lawrence Berkeley National Lab (LBNL) is seeking a NMCAM Specialist for its Environment, Health, and Safety Division. This role involves overseeing nuclear material control, accountability, and measurement (NMCAM) within the Safeguards and Security (S&S) Program. The specialist will provide technical program leadership to the LBNL MC&A Program, applying expertise in nuclear material theories and practices to support, develop and implement technical and administrative efforts. Responsibilities include providing technical solutions, resolving NMCAM-related issues, and managing regulatory documents to ensure compliance with nuclear material control and measurement standards. What You Will Do:
- Provide technical leadership and guidance for the compliant implementation of NMCAM policies and programs, ensuring alignment with the DOE-approved MC&A Plan.
- Address on-site NMCAM issues, investigate incidents, and recommend solutions.
- Develop and deliver NMCAM training, observe compliance, and support technical planning and testing with Lab personnel.
- Ensure MC&A requirements are met during shipping and transportation of nuclear materials.
- Lead medium to large projects and evaluate program performance.
- Oversee and implement measurement activities, manage equipment, and act as the point of contact with regulatory agencies.
- Review laws and update procedures to align with current regulations. Submit regulatory reports and manage nuclear material data.
- Perform audits, assessments, identify improvements, and implement corrective actions.
- Ensure compliance with MC&A policies and manage program records.
- Develop and maintain technical program documentation.
What is Required:
- B.S. in Physics, Radiological Engineering, Engineering, or related field and 7-10 years of experience; or M.S. and 5-7 years of experience; or PhD. and 3-5 years of experience or equivalent combination of experience and education.
- Comprehensive knowledge of Federal, state and local regulatory requirements for management, accountability and measurement of nuclear materials and transportation of radioactive and nuclear materials.
- Recognized expertise and broad knowledge of radiation detection instrumentation principles and practices as applied to research establishments or other complex facilities.
- Ability to identify and solve very complex technical or regulatory problems in assigned areas of responsibility, making frequent decisions using independent discretion and judgment to implement original and creative technical solutions.
- Ability to anticipate programmatic needs and assist in planning and implementing improvements and responses to regulatory changes in collaboration with other EWRP personnel.
- Ability to work independently under consultative direction.
- Highly effective written and oral communication skills and ability to interact and work effectively with technicians and professionals.
- Excellent interpersonal skills and demonstrated ability in giving oral presentations or briefings to interdisciplinary audiences.
- Incumbent will be required to meet and maintain qualifications as assigned in the MC&A Program.
Desired Qualifications:
- Operational experience of alpha-emitting radionuclide handling facilities, DOE facilities, or accelerator facilities.
- Operational experience of DOE facilities that utilize nuclear materials.
Notes:
- This is a full-time, career appointment, exempt (monthly paid) from overtime pay.
- The full salary range of this position is between $137,724 to $232,392 per year and is expected to pay between a targeted range of $154,956 to $189,396 per year depending upon candidates' full skills, knowledge, and abilities, including education, certifications, and years of experience.
